General Description This position provides administrative support for Student Success and Institutional Partnerships programs and activities. Performs grant, contract, and program management with advanced consultative services and technical assistance work to awarded institutions in the form of meetings, oral and written presentations, and communications. Work also involves analyzing/researching programs and policy issues relating to student success. Supports the Division for Student Success and Institutional Partnerships and works with other agency staff in advising and consulting with higher education institutions to achieve the goals of the Texas Higher Education Board (THECB) plan for higher education, Building a Talent Strong Texas. Works under limited supervision with considerable latitude for the use of initiative and independent judgment. This position reports to the Director of Student Success Strategic Initiatives.

Responsibilities
Serves as one of the primary contacts for student success initiatives for the Department of Student Success and Institutional Partnerships, including advisory councils and committees (e.g., Intellectual and Developmental Disability, Pregnant and Parenting Students, Foster Youth).
Assist with program and grant management, including providing technical assistance and support to institutions of higher education regarding state law, policy, and guidelines including federal grant requirements.
Assist with fiscal management of grants, including financial reports, review of fiscal project reports, risk management, internal controls, and implementation of state and federal regulations.
Prepares and provides reports relating to student success programs and advisory council/committees to staff, the Board, and others as required.
Identifies problems and determines solutions as related to assigned projects and programs.
Assists in development, coordination, and implementation of projects related to student success.
Provides technical assistance to the field on student success issues, in the form of meetings, oral and written presentations and communications, and site visits.
Provides research and data analysis, including surveys, focus groups, interviews, and tracks program or activity outcomes for evaluation and reporting purposes.
Provides writing, editing, and proofreading efforts, and develops data visualizations and materials for program reports, presentations, newsletters, flyers, and digital outreach related to student success initiatives.
Assists division leadership with analyzing/researching policy issues and bill analysis relating to student success.
Assists division leadership with annual budgets for respective projects.
Manages and serves as a staff liaison for assigned student engagement groups, as well as with internal agency units, other state agencies, and associations focused on student success.
Represents the agency to a variety of audiences and in a variety of formats encompassing composition and delivery of oral and written presentations.
Works collaboratively in a fast‑paced environment as a team member with other members of the Department for Student Success and Institutional Partnerships, agency, and other state offices in achieving the goals and objectives of the state’s strategic plan, Building a Talent Strong Texas.
Participates actively in staff meetings, committee/advisory meetings, and intra‑agency meetings.
Maintains the necessary level of work to carry out the position’s responsibilities by performing the job’s essential duties and functions, including attending work regularly and reliably.
Applies appropriate Family Educational Rights and privacy Act (FERPA) standards at all times.
Knowledge, Skills, and Abilities

Knowledge of higher education, enrollment, and student success practices.
Knowledge of business English, grammar, spelling, and punctuation.
Knowledge of writing fundamentals including proofing and editing documents.
Skill in using personal computers, databases, and general office software, including Microsoft Word, Outlook, PowerPoint, and Excel.
Skill in planning, setting appropriate goals and objectives, and carrying out work in a timely and effective manner.

Telework This position is authorized for a hybrid telework schedule. Employees are required to work in the office three (3) days per week, with the remaining two days eligible for telework. Specific in‑office days may be determined by the department to meet business needs.
Preferred Qualifications
Master’s degree or other postsecondary graduate degree in higher education, public policy, or related field from an accredited college or university.
Experience working with state and/or federal government relating to higher education.
Experience working related to student success in higher education.
Experience working with student engagement groups, such as students with intellectual and developmental disabilities, foster youth, and pregnant and parenting students.
Strong writing, editing, and proofreading abilities, with the capability to review documents and provide clear, concise edits and content improvements as needed.
Experience related to research and data analysis, program reporting, and communications, including presentations, data visualizations, one‑pagers, web content, and newsletters.
Excellent interpersonal and organizational skills.
Demonstration of progressive responsibility and opportunities to gain knowledge, skills, and abilities to show leadership in the development and administration of programs or in related work.
Familiarity with database management and functional‑level skills in a variety of computer software, preferably in Microsoft Word, Outlook, PowerPoint, Excel, and SmartSheets.
