Responsibilities
This position will be responsible for managing the design and/or construction process of capital improvement projects, assuring projects are designed in compliance with university, state and federal standards and programmatic requirements and completed on schedule, within budget and in compliance with a contractually defined scope and quality standards. Project scopes may include all building systems and a wide variety of project types, with a moderate level of complexity such as a clinic/laboratory. This position is typically found in Planning, Design & Construction.
Develops project(s) description and scopes of work. Manages project communication with multiple entities related to assigned projects including but not limited to project customer, internal and external stakeholders, Design Professionals (internal and external), Consultant(s), Construction Manager(s), and vendor(s). Coordinates, conducts and/or participates in efficient, well-planned, and productive meetings throughout assigned project(s). Identifies, interfaces with, and gathers input from appropriate stakeholders. Interprets client questions/requests and responds with answers and solutions. Utilizes project management system keeping project information up to date.
Recommends selection of, negotiates with and coordinates the work of Design Professionals, Consultant(s), Construction Managers and vendor(s). Assures contracts/agreements reflect client needs and project parameters. Reviews contract/agreement documentation for compliance and initiates change orders and amendments. Ensures project funding in place for project encumbrances. Monitors and processes payments for work of Design Professionals, Consultant(s), Construction Managers and vendor(s) as required for projects. Responsible for the project management process throughout entire project. Coordinates work of multiple projects.
Develops project budget using resources available. Interacts with Design Professionals, users, resource personnel and others to attain the most cost-effective method for completing project. Monitors accounts/expenditures; reconcile statements. Ensures funding is in place for budget expenditures. Provides advice, prepares, and monitors project schedules for review to assure project needs are met as directed. Assures projects remain on schedule throughout course of design and/or construction.
Monitors projects throughout lifecycle to assure scope, time and budget requirements are met. Highlights key decisions for the project team in advance of deadlines. Utilizes project management system keeping project information up to date. Provides briefings and reports that are accurate and contain appropriate detail and provides evaluations of Professionals involved in projects as requested.
May provide direction, assignments, feedback, coaching, and/or counseling to a project team. Advises and mentors staff on all contract management aspects, reviews design for code compliance, and recommends change orders and substitutions for materials, equipment, and workmanship.
May serve as subject matter expert and advisor to leadership on complex project requirements.
Qualifications
Level I – Project Specialist: Bachelor's degree in Architecture, Engineering, or Construction Management and one year of related experience, or a combination of related post high school education and experience equal to five years.
Level II – Project Manager: Bachelor's degree in Architecture, Engineering, or Construction Management and five years of related experience or a combination of related post high school education and experience equal to nine years.
Level III – Senior Project Manager: Master’s degree in Architecture, Engineering, Construction Mgmt, or Business Administration and seven years related experience or a Bachelor's degree and nine years related experience, or a combination of post high school education and experience equal to 13 years.
Driver’s License:
A valid State of Florida or Georgia Driver’s License or ability to obtain upon hire.
A &P position. Requires successful completion of a criminal history background check.
