Primary Purpose of Position As the subject‑matter expert for Employment business processes across EHRA Non‑Faculty, SHRA, Temporary, and Student Employment, the Recruitment & Talent Acquisition Consultant manages end‑to‑end recruitment, hiring, and personnel action workflows. The role partners with assigned units to understand operational needs, deliver strategic recruitment support, and provide expert guidance on recruitment, hiring, position management, and employment policies. Success requires strong communication, sound judgment, confidentiality, and the ability to build effective relationships across a diverse client base.
Required Knowledge, Skills, and Abilities Knowledge of HR Employment Practices & Regulations:
Strong understanding of federal and state employment laws, University and OSHR policies, and compliance requirements related to recruitment, hiring, personnel actions, I‑9 verification, employment eligibility, and record retention.
HR Systems & Technology Proficiency:
Experience using enterprise HR systems such as PeopleAdmin, Banner, E‑Verify, and BDMS; proficiency in Microsoft Office (Word, Excel, Outlook) and data analysis.
Recruitment & Talent Acquisition Skills:
Apply best practices in targeted sourcing, job posting management, recruitment marketing, candidate engagement, and specialized job boards. Review applications, guide hiring managers, and ensure efficient, compliant processes.
Policy Interpretation, Consultation & Problem‑Solving:
Interpret and apply HR policies consistently; provide consultative guidance, analyze information, identify issues, and develop compliant solutions.
Communication & Relationship‑Building Skills:
Excellent written and verbal communication; clear explanation of HR processes and policy requirements. Strong interpersonal skills for faculty, staff, candidates, and partners.
Organizational & Workflow Management:
Plan, prioritize, and manage multiple tasks and deadlines; maintain detailed records; complete projects with minimal supervision.
Confidentiality, Professionalism & Customer Service:
Handle sensitive information with integrity; maintain confidentiality; provide high‑quality customer service; represent the HR office with professionalism and responsiveness.
Minimum Education/Experience Bachelor's degree and two years of progressively responsible professional human resources management experience (or equivalent combination). All degrees must be from accredited institutions.

Monitor applicant flow trends and provide recommendations to improve recruitment outcomes.
Customer Service Builds and maintains strong working relationships with hiring managers, campus partners, and candidates, providing professional, timely, solutions‑focused support.
Serve as the primary HR point of contact for assigned departments.
Demonstrate professionalism, sound judgment, confidentiality, and accuracy in all HR transactions.
Provide responsive, customer‑focused service to departments and candidates.
Promote consistent HR practices supporting operational effectiveness and organizational goals.
Communication and Consultation Clear communication of HR processes, timelines, and requirements; consultative guidance and training to departments.
Offer proactive support to enhance staffing efficiency and compliance.
Conduct regular communication with hiring managers to ensure smooth recruitment and personnel action processes.
Provide consultative support to campus departments on recruitment, hiring, employment policies, and position management procedures.
Interpret and communicate HR policies consistently across units.
Assist units in navigating employment issues and identifying appropriate solutions.
Compliance Management Thorough knowledge of employment policies, procedures, and regulations. Ensures consistent application and compliance with UNC System and OSHR guidelines.
Maintain accurate and confidential employee records, recruitment files, and personnel documents.
Generate and analyze reports to support recruitment tracking, workflow monitoring, and process improvement.
Initiate and process personnel actions for hires, reappointments, salary changes, separations, and other employment transactions.
Ensure accuracy, compliance, and timely submission of all actions in accordance with HR, UNC System, and OSHR standards.
Maintain thorough documentation within PeopleAdmin, Banner, and related HR systems.
Analytical and Conceptual Thinking Applies sound judgment, analytical skills, and problem‑solving abilities to address HR issues and recommend effective solutions.
