Construction Inspector Position Overview

Service Line/Section: Houston Permitting Center/INSPECTION & COMPLIANCES

Reporting Location: 1002 WASHINGTON AVE

Workdays & Hours: Monday – Friday, 7:00 a.m. – 4:00 p.m.

Description of Duties/Essential Functions

Inspects various types of civil construction including paving, water line, sanitary sewer, storm sewer, facilities construction, and traffic signalization for compliance with technical specifications and contract documents and records the field activities in the Daily Construction Report. Coordinates construction activities with contractors and the construction management team to prioritize time to assure the most important installations are covered daily. Attends various meetings to provide status updates, identify problem areas, and recommend resolutions. Other duties include monitoring and testing lab activities for placed materials (i.e. concrete, asphalt, embedment/backfill of underground utilities, etc.), updating as-built drawings as needed, investigating customer complaints, and maintaining contract document files.

Working Conditions

This position routinely requires lifting moderately heavy items (up to 40 lbs) and long periods of walking on rough surfaces. Exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions is routine. The position may involve routine exposure to soiled materials and light chemical substances such as cleaning solutions.

This is a Houston Public Works Emergency Management position at the Tier III Level.

Minimum Requirements

Educational Requirements : Requires a high school diploma or a GED certificate.

Experience Requirements : Four (4) years of skilled experience related to construction are required. A Bachelor's degree in Construction Management or a related field may substitute for up to four years of the experience requirement. Vocational training and education may be substituted on a year‑for‑year basis for up to four years of the experience requirement.

License Requirements : Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2‑2).

Preferences

Preference will be given to candidates with the designation Certified Public Infrastructure (CPII) from the American Public Works Association. Ideal candidates will also have previous utility experience.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1‑6.

Selection/Skills Tests Required : None. However, the department may administer a skill assessment evaluation.

Safety Impact Position : Yes. If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.

Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

Pay Grade : 17
