Job Description

The primary purpose of this position is to assist the HII Director, Faculty and Staff with all aspects of the financial and general administration of the Health Informatics Institute (HII). It involves sponsored and non-sponsored projects administration, financial analysis and projections, budget management, and fiscal resource management. The analyst will apply knowledge of grant and contract management regulations, USF institutional policies, technical expertise, and analytical skills to manage day‑to‑day objectives of the HII. Fiscal & Business Analysts are cross‑trained to perform each other’s duties as needed. Responsibilities

Handle subcontract payments and monitor subcontractors on TrialNet, TEDDY, Rare Disease, and other projects. Check budgets for each subcontract, create requisitions in Bull Marketplace, and monitor the subawards inbox. Collect, review invoices, obtain program lead approvals, and verify details. Process payments against purchase orders, send invoices and attachments to Accounts Payable, and reconcile payment transactions to subcontracts and the ledger. Track subcontract payments, modify and close purchase orders, establish new vendors, and resolve vendor billing issues. Provide backup for HII payroll and PERT: calculate RET amounts, prepare and submit RETs, maintain payroll distributions, reconcile payroll, reconcile personnel effort, and meet RSA and PERT deadlines. Coordinate support for grant/project information requests (biosketches, IRB approvals, current and pending support). Track data for submitted and awarded projects and reporting requirements (progress, technical, close reports). Run routine expenditure reports and queries (actual vs. budget). Perform special assignments as required. Qualifications

Bachelor’s degree in Accounting, Finance, Business Administration, or a related field; or equivalent experience (0‑2 years, 2‑4 years, or 4‑years fiscal experience as indicated). Analytical thinking, problem solving, teamwork, effective communication, and excellent customer service skills. Knowledge of accounting, consolidated financial reporting, reconciliation of multiple accounts, accounts payable, accounts receivable, and journal entries. FLSB1310 equivalency: 4 years of directly relevant experience may be substituted for a bachelor’s degree; 6 years for a master’s degree. Compliance and Federal Notices
