Nature of Work
Under general direction performs work of considerable difficulty in the management of a division, functional unit or administrative section; performs related work as assigned.
Typical Duties
Participates in the preparation and administration of the budget
Plans, manages, and evaluates the activities of a division, functional area, or administrative section
Supervises and evaluates employees and recommends disciplinary actions
Responsible for all accounting functions of the department including budget, grants, funding agreements, reporting, journal entries, purchasing, accounts payable and receivable, travel claims, cashiering/deposits, collections, victim restitution, and timesheets
Drafts and monitors contracts and insurance requirements
Develops, evaluates, and revises policies and procedures
May serve as team leader and periodically as multi-agency team leader or project manager
May manage preparation, submission and administration of grants
Performs related duties as assigned
Essential functions of this position include but not limited to working with and around others; hearing and speech to communicate with others; and finger dexterity for writing, computer work, and phones.
Minimum Qualifications
Bachelor's degree in subject area and three years progressively responsible management experience in assigned or closely related field
Associate's degree in subject area and four years progressively responsible management experience in assigned or closely related field
Five years progressively responsible management experience in assigned or closely related field
Any equivalent combination of education, training and experience which demonstrates the ability to perform the duties of the position
Preferred Qualifications
Proficiency in Excel-based financial reporting and data analysis; applicants should be prepared to demonstrate examples of using Excel in this capacity
Experience with Enterprise ERP (formerly Munis by Tyler Technologies) or similar financial management system
Experience managing information technology initiatives or data/statistical reporting projects
This position is exempt from overtime and is at-will.
Note: Individuals in exempt classifications as part time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.
Knowledge, Skills And Abilities
Considerable knowledge of: Governmental financial and budgetary practices, Applicable federal, state and local laws, regulations, codes and ordinances, Theories, principles, practices, and techniques related to designated program services and assigned duties, Personnel management and the principles of effective, positive supervision, Grant reporting requirements, with emphasis on federal grant compliance, Statutes, rules, and codes related to juvenile court operations, particularly those pertaining to financial responsibilities, Working knowledge of: The mission, functions and operational priorities of the designated department, Administrative operations of all County wide agencies and the nature of the services provided, Principles of public administration
Ability to:
Effectively manage human, fiscal and material resources
Analyze complex issues and recommend appropriate, effective solutions.
Oversee diverse services and programs that vary widely in scope and purpose.
Exercise independent judgment and initiative to accomplish difficult or sensitive assignments.
Operate equipment and technology necessary for assigned tasks.
Work safely and support a culture of workplace safety.
Establish and maintain effective working relationships with employees, County officials, partner agencies, and the public.
Communicate clearly and effectively, both verbally and in writing.
Follow written and verbal instructions.
