The State of Washington, Department of Ecology – Hazardous Waste and Toxics Reduction Program (HWTR) is seeking a Regulatory and Information Support Section Manager (WMS Band 2). The role supports Washington’s toxics laws, hazardous waste management, and green chemistry initiatives.
Location Headquarters Office in Lacey, WA. The successful candidate must live within a commutable distance from the duty station.
Schedule Hybrid schedule with up to 60% telework. Flexibility for work‑from‑home and office arrangements is available.

Duties The HWTR Program enforces Washington’s toxics laws, including the Dangerous Waste regulations. It provides technical assistance to businesses, promotes safer chemical alternatives, supports green chemistry, and tests consumer products for toxic chemicals. The Regulatory & Information Support (R&I) Section coordinates the annual Dangerous Waste Reporting program, collects hazardous waste generation fees, plans and runs IT services, develops program communications, educates businesses, and maintains web content and publications.
Responsibilities
Lead the R&I section in achieving a unified vision and direction.
Ensure staff use effective frameworks, technologies, and best practices to meet defined outcomes.
Prioritize work to maximize efficient use of resources.
Analyze data to provide insights that inform decision‑making and measure progress.
Lead or coordinate process‑improvement projects supporting program goals.
Strategically scope, plan, develop, and maintain IT projects for the program.
Integrate program communications into a coherent strategy prioritizing key messages.
Conduct business operations in timely, efficient, and policy‑compliant manner.
Continuously assess and manage delivered products and services for improvement.
Manage records according to retention schedules and guidelines.
Treat clients and the public as partners, building and maintaining satisfaction.
Qualifications Required Qualifications
A combined total of 9 years of experience and/or education.
Education: Major study in an environmental, physical, natural science, engineering, planning, business, public administration, or a closely allied field.
Experience: Environmental analysis, planning, or community outreach, plus three years of supervisory experience.
A flexible method of qualifying (e.g., 8 years experience + college credits, 5 years experience + bachelor’s degree, etc.).

Leadership & Team Management : Lead complex projects, develop and implement strategic plans, and engage staff through change.
Strategic & Operational Management : Lead multidisciplinary teams, set expectations, manage performance, engage staff, and understand budget management.
Regulatory & Policy Expertise : Apply environmental regulations (RCRA, state Dangerous Waste rules, EPCRA).
Information Systems & Data Governance : Oversee IT systems supporting operations, and know Washington State IT accessibility requirements.
Equity & Environmental Justice : Integrate environmental justice principles into planning and decision‑making.
Desired Qualifications

Experience managing complex, multi‑stakeholder projects.
Experience developing or implementing communication plans.
Experience applying performance management principles and metrics.
