Job Description

The CEI Manager will build and lead WRA’s CEI practice in Florida.

Responsibilities include growing the practice, developing relationships with clients and teaming partners, pursuing FDOT and local government opportunities, hiring and managing staff, and overseeing contracts from award through closeout.

The role collaborates closely with Florida transportation leaders and CEI executives. Responsibilities

Strategize and implement a growth plan for the Florida CEI practice. Lead business development and pursue statewide CEI opportunities. Prepare responses for project advertisements and RFPs. Lead project teams and secure assignments. Prepare scopes, budgets, and bid proposals. Hire, train, and retain CEI staff. Manage contracts and technical assignments for Design‑Build and Design‑Bid‑Build projects. Ensure high quality of work and client satisfaction. Review and approve invoices and support other planning and engineering services. Requirements

Bachelor of Science in Civil or Construction Engineering or related discipline. Florida licensed Professional Engineer (PE) or ability to obtain within 6 months. Minimum 16 years of FDOT construction engineering inspection / construction management experience. Broad experience on Design Build and Design‑Bid‑Build projects for FDOT and local governments. Business development and client services management experience. Seller/Doer CEI experience and market development experience in Florida. Excellent communication skills for client relationships. Proficient in Microsoft Office (Teams, Outlook, PowerPoint, Word, Excel). Ability to develop scope, man‑hour, fee estimates, and schedules. Experience mentoring, training, and managing staff. Strong leadership, positive attitude, and teamwork ability. Preferred Qualifications

Senior Project Engineer or Project Administrator experience on FDOT projects. Experience on local government projects. CPM scheduling, constructability reviews, claims analysis, and other project control services. Experience with Primavera P6, MS Projects, and PSP; all desired. Utility projects experience, including public utilities, fiber optics, and private dry utilities. Physical Requirements (Essential Functions)

The position requires the ability to perform various physical tasks in the field. Duties may include walking on uneven terrain, climbing ladders or scaffolding, bending, twisting, kneeling, and driving to project sites (occasionally up to or exceeding 400 miles round trip). The work environment may involve high/low temperatures, precipitation, outdoor conditions, noisy settings, or confined spaces. Benefits
