DEPARTMENT Professional Development & Training
POSITION SUMMARY Responsible for the water/wastewater apprenticeship life cycle from recruitment to completion; including outreach and recruitment activities, onboarding, orientation activities, and educational enhancements. Also responsible for building and maintaining industry and community partnerships, managing apprenticeship data and compliance requirements, and providing support services to participating employers and apprentices.
ESSENTIAL FUNCTIONS
Administer Apprenticeship Program, which includes tracking revenues/expenses, budgeting, grant management, record keeping to meet project milestones, fulfilling grant and Program requirements, completing US Department of Labor tracking and reporting requirements, and demonstrating Program effectiveness and responsible use of funds.
Ensure students are progressing in Program by tracking on-the-job-training (OJT) hours, scheduling orientation and related technical instruction (RTI), planning and coordinating monthly webinars and other training events, and communicating with apprentices, mentors, and other employer staff.
Market the Program by implementing various strategies such as attending conferences, job fairs, and school events; meeting with utility staff and boards; and working with the TRWA Communications Department to develop marketing materials, keeping the TRWA website content up to date, and creating/sharing social media content.
Conduct outreach and recruitment strategies for participating employers and high school students/future apprentices to build a network of employers/apprentices to support apprenticeship opportunities.
Provide quarterly reports and other requested data to the National Rural Water Association (NRWA), support NRWA in overall Program fulfillment which includes assisting/collaborating with other RWA apprenticeship programs and attending NRWA apprenticeship events and training as required.
OTHER ACCOUNTABILITIES
Explore new funding sources, expand relationships with state and federal entities, complete financial assistance program applications, and secure grants.
Ensure the program is compliant with Program standards and federal regulations, maintain and update existing standards and internal policies, and revise apprenticeship standards as needed, in conjunction with the Training Director.
Collaborate with regional workforce boards, Workforce Solutions staff, and Veteran organizations; and establish and maintain industry and community partnerships.
Provide Program updates and recommendations for Program enhancements to the Training Director and work together to create program standards, goals, and strategies to ensure student success and support for students from recruitment to completion.
Attend and/or present at conferences/events and author articles for TRWA’s magazine.
Perform other duties as assigned.
PHYSICAL DEMANDS & WORK ENVIRONMENT
Field-based role (Texas only), including up to 30% travel with some evenings/overnights and occasional weekends.
Ability to maintain a valid Texas driver’s license and acceptable driving record, and a vehicle in good working order for travel across the state (mileage reimbursement).
Ability to sit for an extended time in front of a computer.
Ability to lift 25 pounds.
EDUCATION & EXPERIENCE
High school diploma required.
3-5 years’ experience in administration activities, preferably in the water/wastewater industry.
Associate’s or Bachelor’s degree in related field may substitute for experience.
Prefer experience in project or program management and/or workforce development including educational programming and planning, coordinating, and implementing recruitment.
KNOWLEDGE, SKILLS, & ABILITIES
Ability to quickly learn and master new programs, systems, and processes.
Ability to communicate effectively, both verbally and in writing, including meeting facilitation and presentations.
Ability to identify growth opportunities and improve programs with a proactive, solutions-oriented mindset.
Ability to achieve a high level of attention to detail, organization, and follow-through.
Ability to assess, coordinate, and prioritize multiple tasks, projects, and demands.
Ability to effectively use Word, Excel, Outlook, PowerPoint, databases, and other software tools.
