Description of Work The Division of Child and Family Well-Being (DCFW) focuses on supporting whole child and family health and well-being for North Carolinians, with programs including WIC, SNAP, CACFP, and FMNP. This position is housed within the Operations Unit of the Community Nutrition Services Section (CNSS). The Procurement Specialist II is responsible for purchasing activities for all CNSS program procurements (WIC, CACFP, FMNP). Direct purchasing activity exceeds $4M and includes highly specialized and technical commodities. The role initiates and manages Section procurement activities, ensures compliance with USDA regulations, the Office of State Budget and Management, departmental and division purchasing plans, and provides technical assistance to program staff, local agencies, and Section management. The position serves as the Section liaison with the DCFW Procurement Office, DHHS Controller’s Office, DHHS Office of Procurement and Contract Services, Department of Administration, and Division of Information Technology on all purchasing issues. The role ensures service continuity by planning activities in advance and maintaining in‑depth knowledge of purchasing requirements and Section needs.

Recruitment Range:

$45,926–$74,675

Position is funded in part through federal funds.

Position is eligible for a hybrid‑teleworking schedule to include weekly onsite work hours.

Minimum Education and Experience Bachelor’s degree from an accredited institution and two years of procurement experience; or an equivalent combination of education and experience.
