LOCATION OF POSITION MDH, Clifton T. Perkins Hospital Center, Jessup, MD

MAIN PURPOSE This part‑time contractual position is the full performance level of work, at the licensed Master’s Degree level, counseling clients with substance use disorders by using intervention, treatment and rehabilitation. The position does not supervise other Alcohol and Drug Counselors and receives general supervision from an Alcohol and Drug Professional Counselor Supervisor or a program administrator. It may be required to work evenings and weekends. Work is performed in State addiction programs located in State institutions, facilities, and offices, including inpatient and outpatient facilities, halfway houses, and community‑based programs. Positions in this classification are evaluated using the classification job evaluation methodology, comparing duties and responsibilities to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

This position is differentiated from the Alcohol and Drug Professional Counselor Provisional by license status and supervisory control. It is licensed and performs the full range of duties and responsibilities under general supervision. The Alcohol and Drug Professional Counselor Provisional is non‑licensed and learns to perform duties under close supervision. It is differentiated from the Alcohol and Drug Professional Counselor Advanced, which is the advanced level of professional alcohol and drug counseling work with expertise in a specialty area.

MINIMUM QUALIFICATIONS Education:

Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Licensed Clinical Alcohol and Drug Counselors or Certified Professional Counselors‑Alcohol and Drug on or before September 30, 2008.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.07, candidates in this classification must be licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Alcohol and Drug Counselor or as a Certified Professional Counselor‑Alcohol and Drug on or before September 30, 2008.

Employees in this classification may be assigned duties that require operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

SELECTION PROCESS Applicants who meet the minimum (and selective) qualifications will be included in further evaluation. The evaluation may involve a rating of the application based on education, training and experience as they relate to the position requirements. BENEFITS Contractual employees who work an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. The contractual employee is responsible for paying 25% of the premiums for medical and prescription coverage, including eligible dependents. The State of Maryland subsidizes the remaining 75%. Employees may also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible for the full premium. Leave may be granted at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
