This position is classified as Public Health Nurse II by the North Carolina Division of Public Health.

Under general supervision, the Public Health Nurse provides advanced primary and preventive nursing services to individuals and families served by Union County Public Health Department programs. Responsibilities include independent nursing practice, promotion of health, disease prevention, and protection of public health. The nurse serves as team lead within projects or programs, assists with data collection, and applies evidence-based public health practices.

Essential Functions

Functions as a back‑up nurse in assigned programs.

Makes short‑range plans and adjusts to meet program and client needs.

Takes lead role in coordinating referrals and resources for clients.

Provides community outreach and functions independently outside of the department.

Works with program lead in program development and community partnerships.

Engages in quality assurance and improvement activities.

Co‑coordinates operations related to preparedness response drills and activities.

Obtains client assessment (family, medical, interval, nutritional, psychosocial, health literacy, current status).

Performs testing and procedural tasks per program requirements.

Manages sub‑group programs such as Newborn Screens, Lead, etc.

Assesses client needs for services based on standing orders, policies, and procedures.

Adapts nursing care to cultural needs and differences.

Dispenses medications per the North Carolina Pharmacy Act and dispensing rules.

Administers vaccines per department standing orders.

Maintains medical records as per EHR policy.

Follows all departmental policies and procedures.

Participates in community outreach events and strategic planning.

Participates in UCDPH emergency response activities as needed.

Adheres to OSHA and HIPAA policy, standards, and guidelines.

Complies with the North Carolina Nurse Practice Act.

Performs other related duties as assigned.

Position Specific Functions – Communicable Disease

Responsible for communicable disease reporting and investigation.

Supports general communicable disease, tuberculosis, sexually transmitted infections, and immunizations.

Assists with employee health, infection control, rabies control, and refugee health.

Works with lead nurses to maintain clinic operations and current standing order manuals.

Qualifications Minimum Qualifications

Graduation from a professional nursing school and 1 year of full‑time registered nurse experience.

Licenses or Certifications

Licensed to practice as a registered nurse in North Carolina.

Valid driver’s license with a safe driving history.

Basic Life Support – CPR.

Special Requirements

Completion of the North Carolina Credentialed Public Health course within 18 months if the applicant lacks a BSN with a public health rotation or an MPH.

Completion of the expanded role specialty program, including didactic and on‑the‑job supervision.

Within 30 days of employment provide immunization records or start required vaccination series.

Fingerprint background check may be required for positions involving work with children.

Preferred Qualifications

B.S. in Nursing with a public health nursing rotation and 1 year of public health nursing experience.

Physical Demands The nurse must be able to operate equipment, maneuver machinery, and lift up to 50 pounds occasionally.

Work Environment Work is performed in a safe and secure environment that may have occasional unpredictable demands.
