Summary The Assistant Property Manager assists the Property Manager in ensuring the physical, fiscal, and social soundness of a property. Duties mirror those of the Property Manager and include assuming responsibilities in their absence or as directed by the Property Supervisor or Director of Associate Director/Property Management.
Key Duties and Responsibilities Renting Activities
Respond to inquiries from applicants
Show vacant units to prospective tenants
Maintain a waiting list, market units, and screen applicants according to guidelines
Verify income, assets, household characteristics, and circumstances affecting eligibility
Comply with regulations regarding income certifications and other documentation
Prepare and process leases, security deposit agreements, unit inspections, and forms for incoming residents
Ascertain basic resident information to solve routine problems or determine a course of action in case of emergency
Conduct pre-occupancy orientation for new residents
Complete move-in and move-out procedures
Process evictions with assistance from Property Manager
Rent Collection
Collect security deposits and rents when due
Issue receipts for monies collected
Collect late rents and late rent charges
Issue approved rent increases annually
Input all transactions in Yardi
Negotiate payment schedules for overdue rent with prior approval of the Property Manager and Property Supervisor
Serve three-day notices when necessary
Property Maintenance & Security
Ensure the property is maintained and repaired according to long‑term benefit standards
Purchase supplies, equipment, and services as necessary for operations, maintenance, and repairs
Process and prioritize maintenance request orders, including basic maintenance tasks to be completed by on‑site staff and more complex problems
Arrange inspections and repairs of all vacant units
Maintain preventive maintenance schedules for equipment and the building
Maintain information about structural data, fire equipment, water main, sprinkler shutoff valve, gas main, fuse box or circuit breaker, and heat controls
Perform daily inspections of the property interior and exterior; examine for maintenance, security, or safety issues
Perform annual inspections of each unit for needed repairs
Perform building inspections to ensure common areas are properly utilized, orderly, and secure
Maintain a sanitary and pest‑free living environment
Administration
Maintain regular office hours and assume primary responsibility for tenant‑management relations
Enforce lease agreements and house rules
Provide emergency on‑call coverage
Assist residents in accessing available community services for counseling, education, recreation, and health services
Assist Property Manager in developing specifications and obtaining bids from vendors/contractors to ensure quality work at reasonable costs
Monitor and supervise contracted services and vendors
Assist Property Manager in determining and administering capital improvements and replacement programs
Assist Property Manager in preparing and monitoring annual operating budgets
Recordkeeping & Reporting
Maintain a record of financial transactions with tenants in Yardi
Maintain adequate accounting records for rents, miscellaneous income, expenses, and petty cash
Assist the Property Manager in preparing weekly written reports summarizing weekly operations
Assist the Property Manager in preparing monthly building reports with covolatile information
Assist in preparing all non‑financial lender reports with assistance from Property Manager
Other Duties
Provide immediate emergency services for the welfare and safety of the tenants
Meet with tenants for organizational, functional, informational, and relational purposes
Escort authorized inspection personnel and visitors through the building when necessary
Perform other appropriate duties as assigned
Be available to tenants during EBALDC business hours
Be available for reception of repair persons and authorized inspection personnel
Relate to tenants’ needs and communicate support services (e.g., electrician, plumber, maintenance person)
Maintain an office on the premises in a business‑like fashion
Participate in department, EBALDC and other staff meetings and activities
Assist in providing interim management and administration coverage throughout organizational portfolio as needed and directed when projects arise
Required Knowledge, Skills & Abilities
High School Diploma and/or General Education Degree
Sound judgment
Ability to work with a wide variety of personalities and deal effectively with them
Basic bookkeeping knowledge
Computer literate in Microsoft Word and Excel
Skills in problem solving with staff and residents
Good written and verbal communication skills
Ability to interact with a wide variety of people – personnel, residents, local agencies, contractors, and owners
Ability to take initiative and think independently
Two or more years of Property Management experience, especially in tax credit or other subsidized housing
Experience certifying tenant incomes to meet Section 8 and HUD regulations
Knowledge of low income housing tax credit regulations
Background related to tenant population of building complex (handicapped, elderly, homeless) preferred
Bilingual in Chinese/ Spanish (reading, speaking, writing preferred)
Experience with Yardi, preferred
Maintain congenial relationships with all residents, understanding and sensitivity to cultural background and economic status, and adherence to Equal Employment and Equal Housing Opportunity requirements
Exercise common sense, good judgment, consistency, and self‑control in day‑to‑day contact with residents and other business matters
Demonstrate company loyalty and integrity in all financial matters, in reports to supervisors and other management personnel, and in relationships with residents and co‑workers
Physical Demands
Approximately 40% sitting, 30% standing, 30% walking
Frequently walk, stoop, bend, squat, climb stairs, walk on uneven ground, lift items
Frequent face‑to‑face interactions requiring clear articulation
Occasionally lift 16–50 lbs, push 20 lbs, climb ladders, kneel, twist, or pull/carry equipment such as janitorial carts, vacuums, brooms, or mops; withstand heights up to building stories
Must independently access all areas of the property (including roof)
Salary Range $45,000.00 to $50,000.00 annually
