Primary Purpose of the Position:
This position has the key responsibility of directing the budget functions for the Department of Insurance, the Industrial Commission and the Office of State Fire Marshal. This position manages the base budget and change budgets for the Department as well as develops the program budget structure. This position interprets and applies general statutes, the State Budget Act and other OSBM policies and procedures, to the budget process for the Department. This position independently prepares and assists agency staff in preparing various budget worksheets, reviews worksheets prepared by division staff and enters and verifies data into the Integrated Budget Information System (IBIS).
This position has a lead role in working with the Department's State Budget Analysts at the Office of State Budget and Management (OSBM) and Division management within DOI in the continuing development of the Program Budget elements and Strategic Plan with the focus on developing strategies for realizing goals and key measures for evaluating performance. This position is responsible for verifying that all budget codes for the Division are properly budgeted to the detail account level before the books can be closed on a cash basis for each month. This position prepares, reviews and approves the Department's internal budget revisions for compliance with OSBM rules and regulations. This position also investigates unusual variances and makes adjustments as necessary. This position is responsible for funding availability verification and financial approval of requisitions in e-procurement for departmental purchases.
This position is responsible for the validation of account and AMU combinations in the North Carolina Financial System (NCFS) and for the maintenance of the Chart of Accounts for the Department. This position monitors the budgets for employee salaries and benefits and contracts to determine the requirements for and availability of lapsed salary funds and prepares the lapsed salary usage report each month.
This position should possess or acquire an extensive knowledge of the Department and each of its divisions. This position should have a thorough knowledge of the IBIS and Salary Control Systems, NCFS and FIORI. The position also analyzes legislation and budget and fiscal policies to communicate with Division Management the impact on each Section's budget. This position periodically meets with Division leadership to discuss budget issues, the base budget, change budget, reversion targets, etc. This position also supervises two full time positions. Work plans and appraisals are reviewed and completed on an interim and yearly basis through the NCVIP program.
Responsibilities include, but are not limited to:
- Applying considerable knowledge of the principles, practices and theories of accounting, auditing, budgeting or financial management to everyday tasks.
- Interpret and analyze financial data and reports.
- Communicating effectively in a clear and concise manner, in both oral and written form.
- Considerable knowledge of office management and organizational concepts.
- Interpret complicated federal and state statutes, rules and regulations pertaining to applicable programs.
- Manage professional accounting, budget, and clerical staff.**Knowledge Skills and Abilities/Management Preferences**Effective July 1, 2025, candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed from the class specification.
