Facility Security Officer (FSO)
Location: Los Angeles, CA (on-site with remote possibility) Overview
We are a cleared defense contractor supporting U.S. Government programs and are seeking an experienced Facility Security Officer (FSO) to establish, manage, and maintain compliance with the National Industrial Security Program (NISP). The FSO serves as the legally accountable authority for safeguarding classified information and ensuring full compliance with NISPOM (32 CFR Part 117). This role requires direct interaction with government security representatives, prime contractors, and cleared personnel, and carries stop‑work authority for security noncompliance. Primary Responsibilities
Serve as the formally appointed Facility Security Officer under NISPOM Establish, administer, and maintain the facility’s classified security program Manage Facility Clearance (FCL) and Personnel Clearance (PCL) processes Act as the primary liaison with the Defense Counterintelligence and Security Agency (DCSA) for inspections, audits, and compliance reviews Conduct and document annual self-inspections and corrective action plans Administer DISS / NBIS and legacy JPAS where applicable for access control, visit authorizations, and clearance actions Oversee classified material handling, storage, transmission, reproduction, and destruction Maintain classified contract reviews, DD254s, and security classification guidance Implement and manage the Insider Threat Program Develop, maintain, and enforce security SOPs and training programs Conduct security briefings, indoctrinations, debriefings, and refresher training Coordinate with customer security offices and prime contractor security teams Advise executive leadership on security risk, compliance posture, and mitigation actions Required Qualifications
Prior experience as a Facility Security Officer for a cleared contractor Demonstrated working knowledge of NISPOM (32 CFR Part 117) Experience managing DCSA inspections and self-inspections Proficiency with DISS / NBIS systems Active DoD Secret clearance at minimum Ability to be designated as Key Management Personnel (KMP) Strong documentation, reporting, and briefing skills Ability to operate independently and exercise authority in compliance matters Preferred Qualifications
COMSEC exposure (if applicable to programs) Prior government, military, or cleared industry security management background Work Location and Schedule
Primary duty location: Los Angeles metropolitan area On-site presence required for classified material oversight Limited remote administrative work may be permitted based on program needs Part-time or consulting arrangements may be considered for highly qualified candidates Appointment and Authority
This position will be formally appointed in writing as the Facility Security Officer and granted full authority to enforce NISP compliance, including the authority to halt activities that present security risk or noncompliance.
