Halmar International is seeking a
O&M
Project Engineer
to support the maintenance phase of the MTA ADA 13 Elevators program. This role sits at the intersection of contract administration, reporting/analytics, day-to-day maintenance tracking, and project controls. You will coordinate across the Developer, project client, the subcontractors, and internal Halmar stakeholders to ensure accurate performance measurement, clean invoicing, and proactive issue resolution that minimizes downtime for riders.
What You’ll Do
Contract Administration
Perform the function as the primary point of contact with contract maintenance sub-contractors
Maintain contract correspondence, RFIs, notices, and meeting minutes; log Non-Compliance Points (NCPs) and associated remedies.
Coordinate documentation for relief/compensation events as applicable.
Project Management & Controls
Responsible for the maintenance phase schedule look-aheads, risk/issue log, and action trackers.
Drive coordination meetings across Halmar, Developer, subcontractor, and station stakeholders; chase actions to closure.
Daily Maintenance Tracking
Monitor outage reports, work orders, and response/repair times; escalates trends and repeat issues.
Keep an auditable log of incidents, root causes, and close-out documentation.
Performance Measurement
Calculate and report monthly KPIs (availability, reliability, compliance with response/repair SLAs).
Support continuous improvement—identify leading indicators and recommend fixes.
Non-Compliance Points Outage Coordination
Track NCPs from identification through resolution; quantify cumulative point and financial impacts and report status.
Ensure alignment between outage reports, work orders, and contractual remedies.
Build and maintain weekly/monthly reports and dashboards on elevator performance, and corrective vs. preventive maintenance.
Invoicing & Cost Control
Prepare and submit monthly invoices to the Developer; reconcile and process subcontractor invoices (e.g., Elevator Subcontractor) with backup and performance substantiation.
Track accruals, change events, and monthly cost/commitment curves.
Skills/Qualifications:
Degree:
B.S. in Civil, Mechanical, Electrical, or related engineering field.
Experience:
1–3 years
in construction, rail/transit, building systems, facilities maintenance, or project controls.
Communication:
Excellent written and verbal skills; clear, concise, and audience appropriate.
Technical:
Advanced Excel; strong PowerPoint/Word; comfort with data analysis and basic KPIs.
Mindset:
Self-learner, organized, detail-driven, team player with a bias for action.
Nice-to-Have Skills
Power BI or Tableau (building and automating dashboards)
PMIS/document control tools (e.g., SharePoint, Procore, Asite, Aconex)
Elevator/OEM coordination experience or building MEP systems exposure
Understanding of
availability-based
performance contracts
Transit/rail or MTA experience
Tools You’ll Use (typical)

Work Conditions
Schedule:
Primarily Standard business hours with occasional off-hours/rotation support maintenance project activities and incident follow-up.
Location:
NYC field office and Nanuet corporate office, and site visits to project locations.
