We encourage you to consider joining NCDOT where our work not only serves the citizens of North Carolina but has an impact on our world through all modes of transportation.**Description of Work**The primary role of this position is to prepare confidential construction cost estimates for NCDOT Central Highway Lettings and Alternative Delivery Projects to be used by the Department as a basis for qualifying bids received from private contractors.

The estimate is generated by reviewing construction plans, specifically Roadway, Transportation Management, and Utility, to identify required activities on a project and times during which a contractor is allowed to work. Prices for the estimate are then generated using a combination of average crew-production charts and/or referencing historical bids by contractors on similar projects.

Estimating experience (cost, man-day, etc.) will provide potential candidates an advantage, but estimating is really a combination of reading plans to understand what work is desired and either applying a certain crew for a set duration or finding historical prices from projects that are similar in nature. All candidates that are familiar with NCDOT plans and can easily use most features in Excel or MS Access are encouraged to apply.

Additional roles include attending meetings and preparing estimated costs for CMGC (Construction Manager/General Contractor) and PDB (Progressive Design Build) projects and analyzing historical data looking for trends to help prepare more accurate estimates.**Knowledge Skills and Abilities/Management Preferences****Salary Grade and Salary Range:

NC20 $67,852 - $118,741****Management prefers applicants with the following:*** Experience reading Roadway Plans to locate and analyze information such as Summary of Earthwork and ability to locate drainage features on plan sheets.* Experience reading Transportation Management Plans to understand project phasing and what work would be available during which times for the awarded contractor.* Experience finding information from Excel spreadsheets with a lot of data by using search features, applying filters, and/or sorting data. Understanding how to write basic queries in database applications such as MS Access or HiCAMs would be considered equivalent skills.* Experience using formulas in Excel such as SUM, AVERAGE, SUBTOTAL, VLOOKUP, STDEV.P, or STDEV.S to perform basic statistical analyses.* Experience communicating with highway divisions, interdepartmental management, contracting industry, private engineering firms, and material suppliers.**Additional Expectations:**Professional Engineer (PE) license is preferred but not required**Minimum Education and Experience**Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.
