Operations Manager

Primary Function:
The Operations Manager is responsible for overseeing the daily operational functions of an ICE detention facility, ensuring compliance with federal standards, maintaining safety and security, and coordinating cross-functional teams to deliver high-quality detainee services. This role is critical to maintaining facility readiness, regulatory compliance, and operational efficiency.
All services shall be provided in accordance with established standards, principles and ethics of the profession, applicable professional specialty organizations, and the high-quality standard for which Acuity International is recognized. Actively support and uphold the Company’s stated vision, mission and values.
Responsibilities
Lead and manage facility operations including security, logistics, food services, medical coordination, and case management.
Ensure compliance with ICE Performance-Based National Detention Standards (PBNDS) and other applicable federal, state, and local regulations.
Supervise department heads and ensure effective coordination across all operational units.
Monitor staffing levels, shift coverage, and resource allocation to maintain 24/7 operational readiness.
Oversee incident response, emergency preparedness, and risk mitigation protocols.
Serve as the primary liaison with ICE Enforcement and Removal Operations (ERO), contractors, and external oversight bodies.
Conduct regular audits, inspections, and performance reviews to ensure operational excellence.
Develop and implement policies, procedures, and training programs to enhance staff performance and detainee care.
Manage facility budgets, procurement, and vendor relationships.
Prepare and submit operational reports, compliance documentation, and incident summaries.
Minimum Education Required High School/GED
Qualifications
Bachelor’s degree in Criminal Justice, Public Administration, Business, or related field (Master’s preferred).
Minimum 5–7 years of experience in facility operations, corrections, or detention management, with at least 3 years in a leadership role.
DHS SSBI clearance or eligibility to obtain one.
Strong knowledge of ICE detention standards, emergency response, and institutional operations.
Proven leadership, organizational, and communication skills.
Ability to work in a high-security, high-pressure environment.
English/Spanish or other relevant languages (bilingual preferred).
Must be at least 21 years of age.
Must be a US citizen or permanent resident, Resided in the US for 3 years in the past 5 years.
Preferred Qualifications
DHS or ICE experience.
CPR/First Aid certification.
Has undergone a federal investigation at the level of Tier 2 or higher; has been granted favorable suitability/eligibility and has not had a break in service for more than 24 months.
Ability to travel.
Physical Requirements and Work Conditions
Ability to ascend/descend stairs.
Ability to lift up to 30 lbs.
Work is performed in a secure detention facility.
Requires availability for evening, weekend, and on-call hours.
Exposure to operational emergencies and sensitive situations.
