The City of Billings is seeking a Transit Road Supervisor to supervise, assign, review and participate in the work of staff responsible for providing transit operations within the Transit Division and to perform a variety of technical tasks related to assigned area of responsibility.

Salary Range: $28.6423 - $31.5935 per hour. Salary reflects Step 1 and Step 3 of a 7-step pay scale. Salary at hiring will be dependent upon the applicant's education, experience, and training.

Work Schedule: Days and hours of work will vary Monday through Saturday, with Sundays off.

Essential Duties And Responsibilities

Participate in the selection of transit staff.

Provide and coordinate follow-up training for personnel.

Assist upper management within the field training for new hires and annually for established personnel.

Work with employees to correct deficiencies.

Implement discipline procedures.

Plan, prioritize, assign, supervise and review the work of transit operators, transit customer service dispatchers, and other assigned staff within the Transit Division responsible for providing transit operations.

Recommend and assist in the implementation of goals and objectives.

Recommend schedules and methods for providing transit operation services.

Implement policies and procedures.

Inspect and verify work of assigned staff for accuracy, proper work methods, techniques, safety and compliance with applicable standards, policies, and procedures.

Perform regular employee safety reviews and performance reviews.

Regularly enter supervision notes and documentation for assigned staff.

Complete regular review of established policies and procedures with operations staff to ensure understanding, including daily briefings and messages.

Execute and make recommendations on communication and related programs including safety and employee recognition programs.

Ensure execution of daily safety practices including, but not limited to, pre-trip and post-trip inspections, vehicle cleaning and sanitation, proper operational practices and driving procedures, and customer interaction procedures, dispatching procedures and other safety practices.

Regularly assess and review staff for proper execution of safe practices and adherence to policy using both direct and indirect observation methods.

Implement assigned aspects of the Transportation Agency Safety Plan and support all other areas of implementation in accordance with Federal regulations, EPA, workers compensation, DOT, OSHA, FTA, and City policies.

Recommend and purchase safety materials and other operations items as necessary.

Participate in MET Safety Committees as assigned.

Provide an in-the-field presence for support of transit operations and Transit Operators.

Assist Transit Operators and other personnel as necessary by utilizing available service vehicles on route and by establishing a presence on transit vehicles and at transit facilities.

Monitor service efficiency for fixed-route, paratransit, customer service, and other areas and work with the management team to identify strategies to improve efficiencies.

Supervise dispatching, scheduling and customer service activities and assist as necessary.

Ensuring appropriate scheduling and dispatching to maintain daily system performance.

Assist in maintenance of daily dispatching and customer service system operations for fixed route, paratransit, and other services.

Ensure accurate daily data input into transit systems including daily fare transactions for paratransit and customer service.

Ensure appropriate collection and tracking of transit metrics required for reporting.

Monitor Division communications and radio systems.

Respond to radio calls as needed.

Address issues arising from communications.

Consult upper management on issues as necessary.

Assist in enforcement of passenger conduct and operational policies and procedures.

Investigate vehicle acc dents, facility incidents, public and passenger incidents, and safety issues.

Recommend and implement corrective actions in consultation with upper management.

Identify, report, document, and assist in mitigation of identified and potential hazards observed in the field, at transit facilities, and in other applicable areas.

Audit paratransit service pickup and drop off locations.

Assist in and recommend changes to personnel policy as necessary.

Assist in development of standard documents and forms to support the safety plan, operational procedures, and other areas as necessary, document all applicable data.

Monitor weekly employee schedule.

Make updates to employee schedule due to absenteeism and other unforeseen circumstances.

Assist in changes to established employee shifts and recommend improvements as necessary.

Report identified issues with service efficiency and on-time performance for fixed route and paratransit operations.

Work with upper management to identify strategies for improvement.

Assist in collection and tracking of data sets as directed by upper management.

Maintain records and prepare various departmental reports on operations and activities including but not limited to safety assurance, risk identification, and safety promotion.

Review, report on, and recommend improvements and changes to current and future transit routes, stops, schedules, systems, and practices as they relate to operations, ridership, community feedback, and observation.

Respond to and resolve customer inquiries/complaints.

Provide route and schedule information, fare and account information, ride scheduling info, provide general information and customer service.

Make reasonable accommodations decisions as necessary.

Serve as a relief transit operator and transit services dispatcher in emergencies.

Cover co-worker absences, as assigned.

Make recommendations regarding procedures or specifications for vehicles/rolling stock, facility and passenger amenity systems, and related technology based on in-the-field observations and experiences.

Provide or assist in passenger training to the public, agency groups and agency staff on how to use the various modes of transportation.

Participate in committees as assigned.

Performs other duties as assigned.

Required Skills/Qualifications

High school diploma or equivalent;

Minimum of two (2) years of education or training; and

Three (3) or more years of experience in transportation, driving instruction, business or public administration, customer service, human services, safety, or a related field; OR

A combined five (5) or more years of education and experience in transportation, driving instruction, business or public administration, customer service, human services, safety, or a related field; AND

Experience in use of technology and computers, including Microsoft Office programs;

Strong interpersonal, organizational, and writing skills.

A commercial driver's license, Class B, Type 2 with no airbrake restriction, and passenger endorsement is required for this position and must be obtained within ninety (90) days of hire.

Must be able to successfully pass a pre-employment drug test, and a Federal and State criminal history background check, and driving records check.

Preferred Skills/Qualifications

An associate's degree in transportation, driving instruction, business or public administration, customer service, human services, safety, or a related field

Experience with city government, state and federal regulations, and compliance

Knowledge of City Transit Operations

Supervisory experience
