Salary: $185,000 – $195,000 per year.

Position open to permanent Civil Service Title holders: Administrative Staff Analyst, Administrative Contract Manager, Administrative Project Manager, Administrative Manager, and Administrative Director of Social Services.

The Administration for Children\'s Services (ACS) protects and promotes the safety and well‑being of children and families through child welfare, juvenile justice, and community support programs. ACS manages foster care services, subsidized childcare vouchers, and responds to allegations of child maltreatment.

The Division of Administration supports all ACS divisions by providing personnel services, facilities management, maintenance, safety, and operational support to ensure efficient service delivery.

Responsibilities

Oversee daily operations of custodial, laborer, painter and helpdesk functions across multiple administrative properties and congregate care facilities.

Lead helpdesk performance management by analyzing service tickets and trends, prioritizing and assigning resources effectively, and developing strategies to improve response times, communication, and customer satisfaction.

Implement operational standards and service protocols that reinforce safety, cleanliness, efficiency, and professional excellence across all facilities.

Develop and monitor performance dashboards and key metrics to track service delivery, identify recurring issues, and drive data-based improvements.

Oversee the Quality Assurance program, including site inspections, condition assessments, and corrective action plans.

Foster strong communication and collaboration with internal stakeholders, program leadership, and external partners.

Coordinate fiscal and administrative functions, including staffing, budget management, inventory control, and procurement of equipment, supplies, and vendor services.

Champion continuous improvement through process evaluation, staff development, and innovation in service delivery.

Additional Information

Although the selected candidate will be assigned to 66 John Street, Manhattan, they will operate out of various locations as part of a consistent rotation, including ACS Headquarters, Nicholas Scopetta Children\'s Center, and Foster Avenue Warehouse.

Residency Requirement New York City residency is generally required within 90 days of appointment. City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. Discuss the residency requirement with the agency representative at the time of interview.

Minimum Qualifications

A master\'s degree from an accredited college in a related field and two years of full‑time professional experience in relevant disciplines, with 18 months in an executive, managerial, or supervisory capacity.

Baccalaureate degree and four years of full‑time professional experience, including 18 months in an executive or supervisory capacity.

Associate degree (60 semester credits) and six years of professional experience, including 18 months in a supervisory role.

A four‑year high school diploma and eight years of professional experience, with 18 months in a supervisory capacity.

A combination of education and experience equivalent to any of the above. College education may substitute 30 semester credits for one year of experience.

Preferred Skills

Technical & Operational Expertise:

Proven experience managing large facility portfolios, prioritizing resources across multiple locations, and analyzing facilities data (helpdesk tickets, work orders, service metrics) to identify trends and improve efficiency.

Leadership & Communication:

Exceptional leadership skills, ability to motivate teams, manage performance, and foster accountability and service excellence; strong customer service orientation.

Strategic & Continuous Improvement Orientation:

Track record of establishing operational standards, process improvements, and performance metrics; experience leading organizational change and promoting a culture of innovation.

Fiscal Management:

Experience overseeing budgets, contracts, and procurement processes.
