Procurement Project Administrator (PPA) Purpose:

WeGo Public Transit is looking for a highly skilled and experienced procurement officer to join our team of professionals. This person will coordinate procurement and contracting activities for the delivery of goods and services, professional services, and construction projects. The candidate should be detail-oriented, results-driven, well organized, possess strong project management skills, and have excellent verbal and written communication abilities.

Responsibilities

Perform all procurement-related activities and planning, evaluate proposals, and recommend a wide range of awards. Prepare a variety of difficult, complex, and/or innovative requests for proposals and bids, ensuring compliance with local and state regulations, Federal Transit Administration (FTA) guidelines, and procurement policy.

Assist in developing and defining contract/bid specifications; write solicitations (Requests for Proposals, Requests for Quotations, and Invitations to Bid); analyze and determine the most appropriate contract types to reduce risk.

Maintain properly documented procurement files following FTA guidelines.

Participate in the negotiation of contract terms and conditions; monitor negotiation sessions to ensure ethical procurement practices; advise departments on the type, form, and context of the final negotiated contract.

Review and adhere to compliance with departmental policy, procedures, and local, state, and federal procurement regulations; publish required procurements.

Verify purchase requisitions by comparing board approval documents with the contract.

Prepare purchase orders by verifying specifications and price; ensure all levels of approval are obtained per the procurement type.

Communicate clearly and persuasively; establish and maintain effective relationships with department officials, vendors, and staff members.

Prepare supplemental paperwork in support of contracts for the Board; produce analytical reports, correspondence, and memoranda.

Keep information accessible by organizing and filing documents.

Work independently; read and interpret rules and regulations; collect, organize, and evaluate information; identify alternative solutions and project consequences of decisions and recommendations.

Compose clear and concise reports, recommendations, and correspondence; conduct market, total life‑cycle cost, and value‑price and complex cost analysis to formulate purchasing forecasts and recommendations for commodities or services.

Report Disadvantaged Business Enterprise (DBE) selected vendors to the Director of Business Diversity.

Track federally funded spend per submitted invoice.

Confirm with the Grant Administrator whether FTA funds will be applied to a project or invoice.

Perform other duties as assigned.

Physical Requirements

Sitting, standing, lifting, reaching, walking, talking, writing, carrying, grasping, holding, maintaining clarity of vision and hearing, speaking, and listening.

Operate office equipment, including telephone system, typewriter, computer system, printer, copy machine, facsimile machine, and adding machine.

Recommended Preparation for Employment Possession of a college degree in business administration, accounting, or a related field is strongly preferred; some college is required. A minimum of three years of experience in procurement and contract administration is required, with preference for experience in purchasing equipment and services related to the transportation industry. The candidate must have very strong mathematical and analytical skills, be detail‑oriented, and possess excellent verbal and written communication skills.
