Financial Manager Overview
Are you a high‑level fiscal professional ready to drive financial excellence for the State of Utah? The Governor’s Office of Economic Opportunity (GOEO) seeks a strategic, detail‑oriented Financial Manager to oversee day‑to‑day fiscal operations. Key Responsibilities
Drive continuous improvement and implement best practices to streamline fiscal operations. Oversee all financial activities, budget formulation, expenditure monitoring, enforce internal controls for state and federal funds. Direct comprehensive annual close‑out process ensuring accurate recording of revenues and expenditures in alignment with requirements. Produce high‑fidelity financial reports providing stakeholders clear view of fiscal health and sustainability. Supervise financial analysts and assist in daily work assignments. Ensure staff compliance with state travel policies. Partner with agency leadership to model and estimate fiscal impact of proposed legislation during sessions. Serve as central point of contact for financial interactions with Governor’s Office, Legislative Fiscal Analysts, state and federal auditors. Coordinate with auditing bodies to maintain 100% compliance. Analyze complex datasets, summarize trends, present data‑driven recommendations to executive leadership. Ideal Candidate Qualifications
Educational Excellence: Bachelor’s degree or higher in Accounting, Finance, or related field; equivalent experience considered. Proven Expertise: 5+ years progressive experience in governmental accounting, budget management, high‑level financial operations. Funding Complexity: Strong track record managing complex funding models, federal grants and restricted funds. Governmental Fluency: Preference for those with direct experience in state financial systems (FINET and Vantage) and deep understanding of federal financial guidelines. Executive Presence: Experienced in advising executive management and working effectively with elected or high‑ranking officials. Analytical Logic: Able to identify underlying fiscal principles to solve complex problems.
