FINANCIAL MANAGER Are you a high-level fiscal professional ready to drive financial excellence for the State of Utah? The Governor’s Office of Economic Opportunity (GOEO) is seeking a strategic and detail-oriented Financial Manager to oversee our day-to-day fiscal operations. Reporting directly to the Director of Finance, you will be the engine behind the agency’s financial integrity, ensuring every dollar is accounted for and every fiscal process is optimized.

In this role, you aren’t just managing spreadsheets—you are a critical bridge between complex data and real-world policy impact. We are looking for a manager who can take full ownership of budget management, expenditure monitoring, and the annual close-out process. You will serve as a key technical advisor during the legislative session, modeling the fiscal impact of new bills and ensuring our office remains in 100% compliance with both state and federal policies and regulations.

As the primary point of contact for state and federal auditors, you will promote transparency and provide the insights necessary to illustrate the financial health of our office. Key Responsibilities Strategic Financial Leadership & Accountability

Operational Excellence: Drive continuous improvement in accounting and financial services, implementing best practices to streamline office-wide fiscal operations.

Full-Cycle Budget Oversight: Oversee all financial activities, including budget formulation, expenditure monitoring, and the rigorous enforcement of internal controls for state and federal funds.

Fiscal Year Stewardship: Direct the comprehensive annual close-out process to ensure the precise recording of all revenues and expenditures in alignment with state and federal requirements.

Financial Transparency: Produce high-fidelity financial reports that provide stakeholders with a clear, transparent view of the office’s fiscal health and long-term sustainability.

Financial Coordination and Oversight

Daily Financial Activities: Supervise financial analysts and assist in daily work assignments and tasks.

Travel System Coordinator: Ensure staff are aware of and compliant with state travel policies and procedures.

Legislative & Audit Partnership

Legislative Impact Analysis: Partner with agency leadership and program managers to model and estimate the fiscal impact of proposed legislation during general and special sessions.

Authorized Liaison: Serve as the central point of contact for financial interactions with the Governor’s Office, Legislative Fiscal Analysts, and both state and federal auditors.

Compliance & Audit Management: Coordinate with auditing bodies to ensure sound accounting practices; interpret findings and implement strategic recommendations to maintain 100% compliance with applicable laws.

Expert Advisory: Respond authoritatively to inquiries from legislators, subcommittees, and legislative staff regarding the office’s financial standing and regulatory adherence.

Data Analysis & Decision Support

Technical Synthesis: Analyze and summarize complex datasets to identify trends, interpret results, and present data-driven recommendations to executive leadership.

Ideal Candidate Qualifications Professional Background

Educational Excellence: Holds a Bachelor’s degree or higher in Accounting, Finance, or a related field; equivalent professional experience will be highly considered.

Proven Expertise: Offers 5+ years of progressive experience in governmental accounting, budget management, or high-level financial operations.

Funding Complexity: Demonstrates a strong track record of managing complex funding models, including the administration and reporting of federal grants and restricted funds.

Governmental Fluency: While external applicants are highly considered, preference may be given to those with direct experience in state financial systems (e.g., FINET and Vantage) and a deep understanding of federal financial guidelines and regulations.

Key Competencies

Executive Presence: Experienced in advising executive management and working effectively with elected or high-ranking officials.

Analytical Logic: Ability to use logical analysis to identify underlying fiscal principles and facts to solve complex organizational problems.

Communication Mastery: Exceptional written and verbal skills, with a proven ability to deliver clear, concise presentations to diverse audiences, including legislative committees.
