Position Summary
State of Connecticut Military Department (CTMD) is accepting applications for a Fiscal/Administrative Assistant in the Facilities Management Office at East Granby (Bradley) location. This recruitment may fill future Fiscal/Administrative Assistant vacancies.

About the Agency
The CTMD is a dual‑status agency with federal and state missions. Primary public responsibilities include:
- Support the CT National Guard, enabling ready units for Federal or State requirements.
- Train, resource, and coordinate state emergency response assets.
- Plan for and protect citizens and property during war, terrorism, invasion, rebellion, riot or disaster.

Responsibilities
- Perform paraprofessional level work in fiscal and administrative activities.
- Maintain, balance, and reconcile an interrelated group of accounts.
- Manage accounts receivable/payable processes, including complex procedures.
- Prepare simple and assist in complex financial statements.
- Calculate rates using complex arithmetical formulas.
- Gather and consolidate payroll and expenditure data for budget preparation.
- Ensure expenditures plus encumbrances stay within appropriation limits.
- Review routine expenditures for compliance with itemized budgets.
- Use EDP systems for financial records and reports.
- Perform purchasing functions: purchase orders, requisitions, authorizing routine orders, and preparing RFPs.
- Prepare renewal or new contracts based on awards.
- Ensure routine payments comply with contract provisions.
- Perform related duties as required.
Knowledge, Skills & Abilities
- Knowledge of bookkeeping, financial record keeping, and basic governmental accounting principles.
- Basic procedures of budget preparation and control.
- Payroll, purchasing procedures, and contract preparation.
- Interpersonal, oral, and written communication skills.
- Arithmetic computation ability.
- Ability to audit financial documents.
- Understand and apply statutes and regulations.
- Use of EDP systems for financial management.
Minimum Qualifications – General Experience
Four (4) years of experience in complex clerical work in one or more fiscal/administrative functions such as accounting, accounts examining, budget management, grant administration, payroll, or purchasing.
Minimum Qualifications – Substitutions Allowed
- College training may substitute for the General Experience on the basis of fifteen (15) semester hours equalling one‑half (1/2) year of experience to a maximum of two (2) years.
- One (1) year as a Pre‑Professional Trainee in fiscal/administrative work may substitute for the General Experience.
Preferred Qualifications
- Processing travel vouchers, mileage, and expense reports.
- Experience with Microsoft Office (Excel, Word, Outlook, Teams, 365).
- Experience working with Accounts Payable and Accounting departments.
- Experience with Peoplesoft or other ERP software.
- Experience handling work orders to support financial coordination, budget tracking, and expense forecasting.
- Experience overseeing file storing, sharing and routing systems (SharePoint, Adobe Sign, GEARS).
- Experience handling funds related to Federal grant programs.
- Experience in data handling to generate budget forecasts.
- Experience reviewing/auditing financial documentation for compliance.
- Experience tracking account balances and fund status across multiple funding types.
- Experience monitoring personnel access limitations to specific systems and/or facilities.
- Experience processing personnel background checks for facility access.
- Experience with data entry into financial and non‑financial databases (energy, environmental, etc.).
- Experience in small purchase coordination and execution.
- Experience in financial, administrative, and/or budget management in a technical environment (construction, maintenance, engineering, sciences).
Special Requirements
Persons with responsibility for supervising or observing the behavior of inmates or custodial individuals must possess a high school diploma or G.E.D. by the time of permanent appointment.
