Job Overview

Location/Schedule: The position is located at the Lloyd Corporate Plaza in NE Portland, OR, Monday through Friday, 8:30 am – 5:00 pm.

Position Description

The Recruiter works as a member of the People and Culture Department, closely partnering with the Recruitment Manager and hiring managers to support a Trauma‑Informed Care environment. Responsibilities include recruiting and hiring well qualified candidates to fill vacant positions in a timely manner, supporting staffing levels, sourcing, posting, applicant screening, interviewing, and extending job offers. The Recruiter produces recruitment activity reports, reports on assigned recruitment areas, and maintains an understanding of the effects of trauma on health for those we serve.

Position Responsibilities

  • Administer personnel policies and procedures, providing policy interpretation for managers and staff.
  • Ensure compliance with workplace laws, standards, and government regulations.
  • Provide coaching to managers and supervisors on best practices associated with employment practices and employee issues.
  • Complete projects assigned by the Recruiting Manager and/or Senior Director of People and Culture or projects evolving out of operational needs.
  • Ensure on‑going or repetitive assignments are completed by agreed upon due dates and in accordance with established performance standards.
  • Assist and support other People and Culture staff members, managers, supervisors, and employees in finding solutions to People and Culture problems and identifying opportunities.
  • Actively promote and participate in People and Culture team building.

Role Specific Responsibilities

  • Perform recruiting activities – source and screen applicants, conduct reference checks, negotiate offers, extend job offers, and close candidates; conduct applicant interviews as necessary.
  • Assist in coordinating interviews and tracking applicants for specific positions.
  • Post job openings on internal Career Center and external career sites.
  • Utilize applicant tracking system (ATS) to post positions and track candidate activity.
  • Provide ongoing communication with applicants, candidates, hiring managers and People and Culture regarding recruitment efforts and needs.
  • Attend local educational, diversity, and industry related career fairs and events and actively promote Cascadia Behavioral Healthcare as an employer of choice.
  • Work in partnership within the People and Culture team to develop recruiting plans and sourcing strategies.
  • Partner with Recruitment Manager and Hiring Managers on recruiting related activities to seek new recruiting opportunities.
  • Prepare basic recruitment reports as requested or assigned that satisfy internal customer needs.
  • Conduct and coordinate pre‑employment processes (driver eligibility, criminal background checks, fingerprinting); schedule new employees, obtain new hire paperwork, and coordinate with the People and Culture specialist to update training schedules.
  • Conduct People and Culture training related to recruitment efforts, ATS, and tracking work processes.
  • Evaluate personal workloads and methods and actively seek ways to improve efficiency and service level.
  • Assist in evaluation and development of the People and Culture Department.
  • Recommend new approaches, policies, and procedures to improve department efficiency and service delivery.
  • Assist People and Culture Director and Managers with training and workgroups; support and serve as backup to the team.
  • Complete annual employee training requirements on a timely basis as indicated in licensing and agency requirements.
  • Attend seminars, training and other educational opportunities to develop professional skills and abilities.
  • Participate in all scheduled staff meetings, supervision sessions, and other departmental and agency meetings.
  • Perform other duties as assigned.

Qualifications

Education: A bachelor’s degree in human resources or a related field, and/or Human Resource certification is preferred.

Experience:

  • A minimum of two years’ experience with full‑cycle recruitment, selection, hiring and retention – required.
  • Experience in human resources highly preferred.
  • Experience using HRIS and Applicant Tracking System (ATS), specifically Workday, highly preferred.
  • Experience recruiting for nonprofits and/or healthcare preferred.

Specialized Knowledge, Skills and Abilities:

  • Knowledge of HR software such as ATS and HRIS programs.
  • Proficiency in MS Office applications, especially Excel.
  • Operate computer hardware and software required to effectively perform job functions.
  • Enter, retrieve, analyze data; prepare moderate to complex reports.
  • Thorough understanding of personnel policies and procedures.

Other:

  • Valid driver’s license with a clean 3‑year driving history and the ability to pass a DMV check and complete Cascadia’s online Defensive Driving course, or equivalent.
  • Must have the ability to commute to various Cascadia sites and community locations as required; punctuality is essential.

Working Conditions

Work is performed at Cascadia’s administration office. The People and Culture team conducts New Employee Orientation and ongoing training, and manages information for employees as they enter and leave the workforce. Work hours are typically standard business hours, Monday through Friday, 8:30 am–5:00 pm. Some scheduling adjustments may be required to accommodate coverage or business needs. The position requires travel between sites and in the community to attend meetings, events, and consultations. Daily routines may be hectic and may require the Recruiter to perform tasks of other employees as needed. Meal periods and breaks are subject to interruption.

Mental Demands

The work involves facing new and unusual circumstances, managing multiple situations concurrently, and prioritizing tasks to meet deadlines. It requires effective multitasking and the ability to manage confidential information.

Physical Demands

The role involves extended periods of sitting or standing, primarily using a computer and keyboard. It also requires attending community events and career fairs.
