Salary: $91,486.80–$116,645.68 based on experience and qualifications. General Description
The Deputy City Secretary supports the City Secretary/Director in establishing a clear vision for the department, leading and directing staff, programs, and strategies that fulfill the City’s goals and objectives. In the Secretary’s absence, the Deputy performs official duties and makes necessary decisions.
Essential Functions
- Full management of all services and activities of the City Secretary’s Office.
- Development, implementation, and oversight of comprehensive CSO projects, policies, and programs.
- Directs, manages, and participates in departmental goal, objective, policy, and priority development.
- Recruits, selects, trains, manages, motivates, and evaluates assigned personnel; corrects deficiencies and administers discipline.
- Administers the Boards and Commissions Program, including annual application processes, software maintenance, and presentation of board summary pages to City Council.
- Prepares and is responsible for all aspects of electronic and paper processing of Council agendas.
- Assists with annual budget preparation and monitoring monthly expenses for the City Secretary’s Office.
- Approves payroll, purchase orders, and other items.
- Attends and transcribes meeting minutes for City Council Regular, Special, and Joint meetings, Audit Committee, DAP, and other boards.
- Maintains departmental documentation on the website, including agendas, agenda packets, minutes, elections, and related information.
- Acts as City Secretary in her absence.
Additional Duties
- Assists City Secretary in coordinating municipal elections; monitors procedures and ensures compliance with Texas local government and election laws.
- Assesses and monitors workload of administrative and support employees; identifies opportunities for improvement; recommends and implements changes.
- Oversees staff responding to Public Information Requests in accordance with the Texas Public Information Act; ensures documents conform to requests and City policies comply with the Act.
- Performs related work as assigned.
Minimum Education and Experience Requirements
Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Business Administration, or a related field and five (5) years of municipal administration experience, or an equivalent combination of education and experience.
- Texas Registered Municipal Clerk certification or ability to obtain within 12 months from hire; preference for TMCCP certification.
- Enrollment in Certified Municipal Clerk Certification program within six months of employment, expected to complete within five years; preference for CMC certification.
- License as a Notary Public in Texas required.
- Preference for candidates with extensive knowledge of Texas Election Laws, the Texas Open Government Act, and the Texas Public Information Act.
