Responsibilities

Kforce has a client in Oakland, CA that is seeking a Project/Program Manager to lead their end-to-end delivery of contractor yard buildouts that support utility field operations. This role evaluates utility-owned (and candidate) properties, standardizes yard setup processes, and executes buildouts—coordinating cross‑functional partners (e.g., Corporate Real Estate, Land/Permitting, local crews) and external contractors to deliver compliant, cost‑effective yards at speed and scale. Requirements

Bachelor’s degree (Engineering, Construction Management, Real Estate/Planning, or related field) or equivalent experience PMP (Project Management Professional) strongly preferred; required in some organizations OSHA 30, CQM, or equivalent safety/quality certifications a plus 5‑8 years in construction/utility project management delivering site/facility or distribution infrastructure projects; multi‑project oversight preferred Experience with land acquisition, environmental permitting, and third‑party/EPC contract administration Mastery of PM fundamentals in construction management (scope, schedule, budget, risk); ability to determine project objective achievability and drive decisioning with engineering and operations Strong cross‑functional communication, self‑starter, culture and team fit emphasized by program sponsors Vendor/contractor management, negotiation, and change‑control acumen Executive presence with the ability to present to officers and influence across supporting orgs MS Project or Primavera; ServiceNow/portfolio tools; GIS/permit portals; Excel/Power BI; SharePoint; Bluebeam; standard utility PM reporting suites Hybrid onsite/field/WFH; typical expectation includes regular site visits and occasional office days (e.g., regional hub); mileage reimbursement per policy; FR PPE and steel‑toed boots required for job sites Benefits

Pay range is the lowest to highest compensation we reasonably in good faith believe we would pay at posting for this role; may ultimately pay more or less based on factors such as education, qualifications, certifications, experience, skills, seniority, location, performance, union contract, and business needs. This range may be modified in the future. Comprehensive benefits including medical/dental/vision insurance, HSA, FSA, 401(k), and life, disability & ADD insurance to eligible employees. Salaried personnel receive paid time off. Hourly employees are not eligible for paid time off unless required by law. Hourly employees on a Service Contract Act project are eligible for paid sick leave. This job is not eligible for bonuses, incentives or commissions.
