Contract Management Specialist 1/Trainee 1/2 – Saratoga

Duties & Responsibilities
Maintain the Division’s purchasing processes in accordance with Agency procedures and established policy and procedures in the NYS Guide to Financial Operations.
Perform the Division purchasing function for uniforms and equipment. Conduct the ordering and payment of Division non-personal service needs through the State Financial System (SFS).
Review proposed contracts and procurement records for fiscal and programmatic correctness, adherence to State policy, compatibility with agency programs and goals, availability of funds, and appropriateness of rates.
Work with Division staff, Division Administrative Specialist, and Finance Bureau to provide guidance to Division Headquarters staff on the evaluation and selection process for various procurement methodologies to facilitate the procurement process.
Work with Division Administrative Specialist and Finance Bureau to handle more complex procurements including Invitations for Bid (IFB), Requests for Proposals (RFP), Single/Sole Source, Requests for Quotes (RFQ) under Office of General Service IT Umbrella contracts and higher dollar value open market procurements for goods and services (equipment, supplies, software, training, etc.) when required.
Obtain all required vendor paperwork and documentation including Minority/Women-Owned Business Enterprise (MWBE), and Service Disabled Veterans-Owned Business (SDVOB) documentation.
Conduct cost evaluations and monitor spending against estimates.
Follow up on proposed contracts throughout the approval process with internal reviewers and external approval agencies such as the Office of the State Comptroller (OSC).
Review and resolve budget modifications and contract amendments and determine the impact on the contract as well as ensure compliance with applicable regulations.
Review contract invoices to ensure adherence to contract terms and conditions, as well as all applicable laws, rules, and regulations.
Submit purchase requisitions and source to Purchase Orders for BSC (Business Services Center) and OSC approval.
Review and process requests and requisitions for goods ensuring compliance with NYS and agency purchasing rules and procedures.
Preferred source items – including obtaining concurrence documents or exemptions where applicable.
Maintain the inventory control (Asset Cloud) and storage of Division uniforms and equipment pending distribution to Commands and members.
Responsible for the movement, storage, and distribution of Division goods and issue and deliver uniforms and equipment to members, Districts and Zones as requested.
Source, order and maintain shields, new equipment, new uniform items as needed or requested by Division HQ.
Maintain secure and organized storage, conduct annual inventory review and ensure proper disposal of uniforms and equipment when necessary.

A bachelor’s or higher degree AND one (1) year of professional experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requires for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanent in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Employees appointed via the NY HELPS program are restricted to promotional appointment until their position is covered in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status.
