Duties and Responsibilities

FINANCIAL: Management responsibilities of financial/budget management, procurement, contracts, accounts payable, accounts receivable, invoice management, PCard expenses, grant expenses, asset management, and audit compliance. Manage personnel budget estimates and fiscal notes. Collaborate with the department head on budget deviations and problems that affect operations, and develop standards for achieving goals aligned with the department’s strategic plan.

HUMAN RESOURCE (HR): Oversee, coordinate, review, and recommend human resources personnel actions to ensure compliance with agency, state, and federal regulations. Plan and implement HR initiatives, manage onboarding/off‑boarding, compensation budgets, payroll processing, benefits, classification, HIPAA compliance, employee relations (FMLA, PPL, leave, disciplinary actions, unemployment claims), job descriptions and postings, interviews, exit interviews, and career development. Maintain confidential personnel files and HR policies, prepare HR correspondence and reports, and supervise HR staff.

ADMINISTRATIVE: Manage supplies, furniture, equipment, phones, subscriptions, license reconciliations, inventory, logistics, scheduling, calendar and meeting coordination, facility management, safety compliance, security access, parking coordination, professional development, and mandated compliance. Establish policies, procedures and guidance, prioritize and measure progress, evaluate program activities, and oversee Administration Program staff and activities. Manage employee security access, digital account arrangements, equipment orders and setup.

TECHNOLOGY: Manage digital account arrangements and equipment ordering/assignment, troubleshoot technology requests, provide audio/visual/software resources, support application development requests and technology project management/training, and ensure system integrity. Supervise IT staff in handling software or computer issues for panel attorneys and coordinate with other county departments on MAC’s IT needs.

Education and Experience

Bachelor’s Degree from an accredited four‑year college or university with major coursework in public service or business administration.

Experience in the management and direction of a program.

Ten (10) years of financial planning and budgetary management.

Five (5)–ten (10) years of experience in accounts payable and accounts receivable.

Five (5)–ten (10) years of experience in human resources.

Ten (10) years of experience in a supervisory role.

Knowledge, Skills, and Abilities

Knowledge of county regulations relevant to program activities and the principles of public administration and management.

Skill in establishing plans, setting objectives, and achieving strategic business goals.

Ability to direct and organize program activities, develop policies, prepare reports, communicate effectively, and supervise staff.

Position Type and Typical Hours of Work

Regular Full‑time | 40 Hours Per Week

Monday – Friday, 8:00 AM – 4:00 PM (Occasional weekends, holidays, and overtime may be required).

Salary

$90,000 – $135,000 Annually (Depends on qualifications; based on 26 pay periods)

Work Environment and Physical Demand

Professional office environment with standard office equipment. Occasional travel to client or other county locations. Physical demands include sitting, standing, walking, and lifting up to 30 lb.

Reporting Relationships

Reports To: Administrative Program, Executive Director

Supervises: Administrative Program staff such as Administrative Assistants, Receptionists, and IT staff.
