Position Description The Harris County Office of Managed Assigned Counsel (MAC) supports attorneys in treating clients with dignity and respect through high-quality legal and holistic representation to persons accused of a crime who are unable to afford an attorney. The Finance & Administration Director performs senior-level professional assistance for the MAC. Work involves managing high-level administrative operations of MAC, including financial/budget management, procurement, accounts payable, information technology, human resources functions, and administrative services. This role is responsible for the administration of all human resources processes and for the development, implementation, and management of the annual budget, accounts payable and receivable processing, accurate financial reporting, and inventory monitoring. The Director assigns and supervises the work of other department staff, interprets/composes policies and procedures, and makes administrative decisions as appropriate. The position works under limited supervision with considerable latitude for initiative and independent judgment and performs other duties as assigned by the Executive Director.
Duties and Responsibilities
Financial: Manage financial/budget management, procurement, contracts, accounts payable, accounts receivable, invoice management, PCard expenses, grant expenses, asset management, audit compliance, personnel budget estimates, fiscal notes, budget evaluation, and collaboration with the department head on budget deviations and operational measures.
Human Resource (HR): Oversee, coordinate, review, and recommend HR personnel actions, plan, develop, coordinate, and implement HR initiatives and strategic projects, manage HR functions such as onboarding, off‑boarding, compensation budgets, payroll processing, benefits, position classification, HIPAA compliance, employee relations matters (FMLA, PPL, leave, disciplinary actions, unemployment claims), job descriptions, interview and exit interviews, career development, maintain personnel files and policies, prepare and maintain HR correspondence and reports, and oversee HR staff.
Administrative: Manage the acquisition of provisions (supplies, furniture, equipment, phones), legal/literature subscriptions, staff licensee reconciliation, inventory management, logistical support, scheduling, calendar and meeting coordination, facility management, work safety compliance, security access, parking coordination, professional development, mandated compliance, establish policies and procedures, coordinate and evaluate program activities, manage employee security access, digital account arrangements, equipment orders, equipment setup and assignments, and supervise Administration Program staff.
Technology: Manage digital account arrangements, equipment orders/assignments, oversee technology request processes, provide audio/visual/software resources, application development requests, technology project management/training, ensure systems integrity, supervise IT staff work related to assisting panel attorneys with software or computer issues, and collaborate with other county departments on MAC’s IT needs.
Requirements Education and Experience
Bachelor's degree from an accredited four‑year college or university with major coursework in public service or business administration.
Experience in the management and direction of a program.
Ten (10) years of financial planning and budgetary management.
Five (5)–ten (10) years of experience in accounts payable and accounts receivable.
Five (5)–ten (10) years of leadership experience in human resources.
Ten (10) years of experience in a supervisory role.
Knowledge, Skills, and Abilities
Knowledge of county regulations relevant to program activities and/or business functions and the principles and practices of public administration and management.
Skill in establishing plans and setting objectives and goals that support an overall business strategy.
Ability to direct and organize program activities or business functions, establish goals and objectives supporting the strategic plan, evaluate alternatives, implement effective solutions, develop and evaluate policies and procedures, prepare reports, communicate effectively, and supervise the work of others.
Preferences
Experience in Legistar, AIP Automated Invoice Processing, OpenText Content Suite Platform, ReScan Plus, Intelligent Capture, PeopleSoft, and/or AI.
Salary
$90,000 – $135,000 annually (depends on qualifications).
Based on 26 pay periods.
Work Environment and Physical Demand
Professional office environment with standard office equipment (IT equipment, computers, phones, photocopiers, scanners, fax machines, filing cabinets). The location may vary and operate off site (other county facilities, by court, off‑site client visits, outreach locations). Travel may be required.
Physical demands include occasional sitting, standing, walking, lifting, bending, and moving objects up to 30 pounds. Full‑time in‑person position with occasional weekends, holidays, and overtime as needed.
Reporting Relationships
Reports To: Administrative Program, Executive Director.
Supervises: Administrative Program staff, e.g. Administrative Assistant(s), Receptionist, information technology.
Employment may be contingent on passing a drug screen and meeting other standards.
