Essential Job Functions

Manage and develop solicitations, including Invitations for Bids, Requests for Applications, and Requests for Proposals, by identifying provider resources, defining services, evaluating bidder information, and negotiating contract specifications.

Coordinate and facilitate procurement‑related meetings such as kick‑offs, pre‑proposal meetings, post‑award conferences, team briefings, evaluation scoring, and new grantee orientations using division‑specific tools.

Execute contracts, renewals, and amendments by reviewing documents and securing necessary approvals from grantees and contractors; recommend changes to solicitation and contract documents and provide input on grant or contract modifications for FSS programs.

Oversee and resolve procurement and contract compliance issues, monitor legal and regulatory requirements for FSS contracting, and manage complex grants and contracts by tracking billings, fiscal data, and eligibility determinations.

Administer billing and eligibility processes, project expenditures to ensure the effective use of funds, and monitor ongoing contract performance to maximize appropriated and federal dollars for prevention services.

Requirements

Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) within one year of employment.

Graduation from an accredited four‑year college or university in accounting, finance, contracts, business, or a related field (or equivalent experience of high school plus three years full‑time relevant work).

Knowledge of state procurement and contract management requirements, policies and procedures; knowledge of negotiating contracts; business administration and accounting principles; local, state, and federal laws relevant to FSS contracting; ability to manage and monitor contracts and budgets in a social service environment.

Skills in attention to detail, effective verbal and written communication, computer and software use, fiscal data evaluation, compliance monitoring, analysis, report writing, and task organization and prioritization.
