Join the New York State Office of Mental Health in recruiting a Human Resources Specialist 1 to perform a variety of Human Resources functions including recruitment, employee benefits, health and safety, and labor relations. Candidates from outside or within State Service can apply.
Base Pay Range $56,655–$83,286
Responsibilities
Preparing employment transactions in accordance with Civil Service Law
Reviewing and preparing requests for new positions, reclassifications, and increases in minimum hiring rates
Developing recruitment strategies
Corresponding with potential applicants about job opportunities
Counseling employees as needed
Overseeing the administration of time and attendance rules
Minimum Qualifications Candidates from outside or within State Service can be considered under the Hiring for Emergency Limited Placement – Statewide (NY HELPS) program as a Human Resources Specialist 1 if they have six (6) years of experience performing and supervising various human resources activities such as staffing services, position classification and compensation, and employee services (benefit, health and safety, counseling, recognition). An associate’s degree can substitute for two (2) years of specialized experience; a bachelor’s degree can substitute for four (4) years; a master’s degree can substitute for five (5) years; a doctorate for six (6) years.
For a Human Resources Specialist Trainee 1: four (4) years of experience with the same activities, with the same substitution options. To advance to the full performance level, the trainee must complete a two‑year traineeship.
For a Human Resources Specialist Trainee 2: five (5) years of experience; must complete a one‑year traineeship to advance.
Competitive class appointment: applicable to candidates on PCO or PATT eligible lists or with one year of permanent competitive or 55‑b/55‑c service.
