Overview GovCIO is currently hiring for an IT Program Manager to run special projects for an IT Enterprise Office. This position will be located in Hampton, VA aboard Langley Air Force Base and will be an onsite position.

Responsibilities Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.

Manages one or more programs of size and complexity, may manage an operating/field office, and supervises professional and technical personnel performing in their customary disciplines.

Maintains aggressive efforts to achieve objectives.

Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.

Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.

Acquires follow‑on business associated with areas of responsibility and supports new business development.

Lead and develop Project Managers within the team

Flexible work attitude and adjustment to customer IT restrictions pertaining to development and deployment of systems

Strong problem solving and good communication skills

Comfortable to brief senior military and civilian leaders with updates on project progress

Ability to positively control cost, schedule, performance and quality of project as work progresses

Qualifications High School with 8 – 12 years (or commensurate experience)

Required Skills and Experience

Clearance Required: Top Secret/SCI

8 years of IT Project Management experience

Managing multiple, complex, technical projects

Managing budgets and cost projections

Planning and estimating work requirements

5 years of supervising teams

Excellent interpersonal and organizational skills

Ability to work with the customer and translate the customer’s needs and wants into a useful product

Experience with the Intelligence Community in supporting network needs

Experience with DoD NIPR, SIPR and JWICS Networks, especially AF JWICS

Flexible work attitude and adjustment to customer IT restrictions pertaining to development and deployment of systems

Strong problem solving and good communication skills

Comfortable to brief senior military and civilian leaders with updates on project progress

Ability to positively control cost, schedule, performance and quality of project as work progresses

Preferred Skills and Experience

Project Management Professional Certification

Managing Multiple teams

Technical background in networking and systems

Bachelor’s Degree in a relevant discipline

Posted Pay Range The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job‑related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an “at‑will position” and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range USD $130,000.00 – USD $140,000.00 /Yr.
