Review federal and State laws and regulations as related to the education of students with disabilities; Develop policies that conform to federal and State statutes and regulations; Collaborate with the Office of Counsel and other offices, as necessary, in preparing documents related to potential regulatory changes; Prepare materials, policy memoranda, Board of Regents items and guidance documents for parents, educators, administrators and other stakeholders; Provide technical assistance, as necessary, to parents, educators, administrators and stakeholders; Assist in activities related to the State Performance Plan and Annual Performance Report; Assist Special Education Quality Assurance Regional Office and other Department offices with policy specific assistance; and Collaborate with other Department offices and State and local agencies to represent the needs of students with disabilities consistent with the key principle of improved practices in the “Blueprint for Improved Results for Students with Disabilities.” Minimum Qualifications

Master’s degree or higher in special education, reading education, elementary or secondary education, psychology, school psychology, school counseling, guidance and counseling, communications disorders, or speech pathology; AND New York State permanent or professional certification as a teacher of special education; a teacher of the deaf and hearing impaired, blind or partially sighted; speech and hearing handicapped; as a school psychologist; or New York State licensure as a speech/language pathologist; AND four years of professional experience in special education service delivery, administration of special education programs for ages 3-21, evaluation for special education eligibility, teaching children with disabilities, or designing and/or developing special education programs. CONDITIONS OF EMPLOYMENT: These will be contingent permanent, competitive appointments or contingent permanent non-competitive appointments. This may be a temporary provisional appointment. Provisional candidates must take the examination for Associate in Education of Children with Disabilities when it is next offered and must be reachable on the resulting eligible list to maintain employment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates. This position allows for the opportunity to telecommute up to 30% each bi‑weekly pay period at the discretion of the unit supervisor. This position will require 10% statewide overnight travel. Federal law may impose additional requirements or restrictions regarding positions that receive federal funding. This position leads to a maximum salary of $125,001 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts. Application
