Education Program Assistant 1 – Division of Professional Licensing Services The New York State Education Department’s (NYSED) Office of Professions is seeking candidates for the Education Program Assistant 1 position. Under the direction of an Education Credential Specialist 1, the incumbent will develop expertise in the law, regulation, and policy requirements for 54+ professions, rotate through all DPLS units as needed to reduce backlogs and provide a resource for difficult questions, and ensure that DPLS units adhere to uniform standards consistent with law, regulation and policy.

Responsibilities

Gather, review and evaluate information required for the issuance of professional licenses and professional corporation approvals;

Develop and update training materials and train staff to perform required job duties;

Assist lower-level staff in responding to questions and determining appropriate pathways for complex corporation and licensing cases;

Work with external exam vendors and Information Technology Services to upload accurate exam scores and create eligibility files;

Research internal and external resources to resolve complex licensing/Professional Corporation issues;

Respond to difficult or complex questions via phone and e‑mail;

Perform final review of application documentation prior to issuance of licensure/Professional Corporation approval;

Provide advice to and otherwise assist supervisors in planning, organizing, scheduling, and coordinating work operations and work procedures;

Implement quality‑control measures to ensure that licenses are issued in accordance with all laws/regulations;

Provide subject matter expertise on licensure issues for other areas of the Department;

Set up processes and develop forms for new professions in consultation with key stakeholders;

Analyze processes and coordinate recommendation changes with supervisors on process improvements.

Minimum Qualifications NY HELPS

– This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, the position may be filled via a non‑competitive appointment.

Non‑Competitive Minimum Qualifications

– All candidates must meet the open‑competitive minimum qualifications: a bachelor’s degree or higher. Candidates that have taken and passed the most recent Professional Career Opportunities (PCO) exam are encouraged to apply.

Competitive Minimum Qualifications

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Education Program Assistant 1.

Eligible List Appointment: Eligible list candidates may receive a canvass letter.

Section 70.1 Transfer to Education Program Assistant 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG‑12 and standing on the PCO or PATT eligible list.

Section 70.1 Transfer to Education Trainee 1: Candidates must have one year of permanent competitive or 55b/c service in a title allocated to SG‑09 and standing on the PCO or PATT eligible list.

Section 70.4 Transfer to Education Program Assistant 1: Eligible if a current NYS employee with one year of permanent competitive or 55b/c service in a title SG‑12 or higher and standing on the PCO or PATT eligible list.

Section 70.4 Transfer to Education Trainee 1: Eligible if a bachelor’s degree holder, a current NYS employee with one year of permanent competitive or 55b/c service in a title SG‑09 and standing on the PCO or PATT eligible list.

55 b/c Appointment: Eligible for 55 b/c designation with a current eligibility letter.

Conditions of Employment This will be a contingent permanent, competitive appointment or a contingent permanent, non‑competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications and a current 55b/c eligibility letter. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of qualifications will be required at the time of interview for all candidates. This position allows for telecommuting up to 30% of each bi‑weekly pay period at the supervisor’s discretion.

Current starting salaries:

$45,494 (Trainee 1 – SG‑11)

$50,844 (Trainee 2 – SG‑13)

$53,764 (Full Performance level – SG‑14)

This position leads to a maximum salary of $68,630 based on annual performance and traineeship advances.
