Job Description Civil Service Title: Civil Engineer III



To be considered: candidate must be serving permanently in the title of Civil Engineer, or be reachable on the open‑competitive list, or eligible under the 55‑A program. Please indicate on your resume.

CIVIL ENGINEER – 20215 The selected candidate will assist the supervisor to manage and oversee all structural and safety related flag conditions, critical findings, and non‑structural condition observations and convert each into repair requests in the Structure Management System (SMS).

These reports typically come from NYS DOT, NYC DOT, and other third‑party sources.

The candidate will supervise the Flag Unit’s Borough Engineers and staff in creating and closing all repair requests, ensuring they are closed per NYS DOT Bridge Inspection Manual guidelines.

RR’s will be routed to in‑house maintenance, outside contractors, and other city agencies.

The candidate provides complex technical support for structural RR’s, supervises coordination of the RR work with external units, agency divisions, and governmental entities, and manages the division’s night‑duty officer roster for off‑hour and weekend emergencies.

Engineering support staff must follow all required codes and standards such as the NYS Construction Specifications, Steel Construction Manual, and others.

The candidate assists in providing technical guidance for bridge or structural component repair designs, reviews preliminary (capital) design drawings to ensure future maintenance ability, and conducts independent or group field visits on a city vehicle.

Supervision of section staff in the absence of the supervisor and the performance of related administrative and technical duties are also required.

Preferred skills Familiar with NY State Bridge Inspection Manual Flagging Procedure. Familiar with AutoCAD to review drawings and/or sketches. Preference will be given to candidates who possess a valid driver’s license in New York, maintained throughout employment.

Qualifications

Four (4) years of full‑time, satisfactory experience in civil engineering work.

A valid New York State Professional Engineer’s License, maintained throughout employment.

A master’s degree in civil engineering may substitute for one year of experience.

At least one year within the last three years as major contributor or project leader on a complex project requiring expertise in design or construction.

Special Note In addition to the above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
