Purpose Statement The job of Executive Director of Human Resources was created for the purpose/s of directing human resource programs; providing information and serving as a resource for others; achieving defined objectives by planning, evaluating, developing, implementing, and maintaining services in compliance with established guidelines; and serving as a member of the leadership team.
This job reports to Assistant Superintendent of Human Resources
Essential Functions
Administers a wide variety of personnel policies and employment agreements (e.g. orientation, labor and employment contracts, compensation schedule, etc.) for the purpose of conforming to district policies, relevant laws, contracts, and agreements.
Assist in developing department operations, the maintenance of services and the implementation of new programs and/or processes for providing services within established timeframes and in compliance with related requirements.
Collaborates with internal and external personnel (e.g. other administrators, auditors, public agencies, community members, etc.) for the purpose of implementing and/or maintaining services and programs.
Develops programs of staff development training and orientation (e.g. policies, procedures, benefits, payroll, insurance, etc.) for the purpose of providing employees with information regarding district policies, procedures, and expectations.
Informs employees and applicants regarding a variety of procedures and program requirements for the purpose of providing necessary information for making decisions, taking appropriate and/or referring to other staff as appropriate.
Maintains manual and electronic documents, files, and records (e.g. background information, vacancy listings, applicant tracking, etc.) for the purpose of providing accurate information in compliance with established requirements.
Manages a range of personnel processes for the purpose of ensuring compliance with all regulatory requirements.
Participates in meetings, workshops, and seminars for the purpose of conveying and/or gathering information required to perform functions.
Performs personnel administrative functions (e.g. recruitment, interviewing, evaluating, supervising, investigations, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving department objectives within budget.
Prepares a variety of written materials (e.g reports, memos, letters, policies, etc.) for the purpose of documenting activities, providing written references, and/or conveying information.
Processes employment related decisions (e.g. hiring, promoting, terminating, salary placement, etc.) for the purpose of implementation of the decisions.
Researches a variety of topics for the purpose of developing new programs/services, ensuring program compliance with established requirements, securing general information, and/or respond to requests.
Serves as a resource to new hires for the purpose of providing support to hiring activities.
Other Functions Performs other related duties as assigned for the purpose of ensuring efficient and effective functioning of the work unit.
Job Requirements: Skills, Knowledge and Abilities (Minimum Qualifications) Skill-Based Competencies required to satisfactorily perform the functions of the job include: developing and administering budgets; operating standard office equipment including utilizing pertinent software applications; planning and managing multiple projects; preparing and maintaining accurate records; and training, developing and supervising staff.
Knowledge-Based Competencies required to satisfactorily perform the functions of the job include: pertinent codes, policies, regulations and/or laws; human resource processes and procedures; education code; theory of collective bargaining and contract administration; and compensation theory.
Ability-Based Competencies required to satisfactorily perform the functions of the job include: effectively communicate; adapting to changing work priorities; dealing with frequent and sustained interruptions; developing and maintaining positive working relationships; facilitating communication between persons with divergent positions; implementing change; maintaining confidentiality; meeting deadlines and schedules; providing direction and leadership; and setting priorities.
Experience Job related experience with increasing levels of responsibility is required
Education Specialist degree in job related area. Doctorate preferred
