Grants Administrator - Police City of Colorado Springs. The Grants Administrator will establish, implement, and manage grant processes for the Colorado Springs Police Department, supporting the Finance Section.

Responsibilities

Engage with CSPD staff to identify funding needs and assist in program development.

Implement processes to establish grant priorities, organize teams, and lead planning and development of grant proposals and submissions. Review and edit proposal documents prior to submission.

Supervise the Grant Analyst II position, responsible for researching funding opportunities and writing grant applications.

Develop annual grant strategy submittals for the City budget process.

Evaluate, write, and maintain procedures and policies to ensure compliance with program objectives and governing guidance.

Stay current with grant rule changes and communicate potential impacts to staff.

Maintain in‑depth knowledge of grant purposes, budgets, restrictive covenants, and rules.

Coordinate formal review, approval, and acceptance processes with the Public Safety Attorney, Chief of Police, Chief of Staff, and Mayor when grant awards are received.

Monitor financial and programmatic progress of all grants.

Prepare and submit periodic grant progress reports as required by funding agencies.

Serve as liaison to funding agencies and organizations.

Maintain compliance with professional standards and funding agency requirements.

Conduct financial, compliance, and procedural audit activity of sub‑recipients, report findings, and recommend corrective actions.

Knowledge, Skills and Abilities

Strong written communication: reports, letters, summaries.

Ability to read financial and legal documents.

Decision‑making regarding policy interpretation.

Excellent customer service and interpersonal skills.

Proficiency in English usage, spelling, grammar, and punctuation.

Research tool competency.

Knowledge of federal, state, and local laws, codes, and regulations.

Identification of funding opportunities.

Establish and maintain effective working relationships.

Clear, concise oral and written communication.

Understanding of financial compliance and audit practices.

Supervisory skills, including training, evaluation, and corrective action.

Minimum Qualifications

Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, community development, or social sciences.

Three years of full‑time professional experience in a related field, including two years of administrative and/or supervisory experience.

One year of relevant work experience may substitute for one year of required education; or one year of relevant academic coursework may substitute for one year of required professional experience.

Preferred Qualifications

Six years of progressively responsible public administration experience, including two years of supervisory experience.

Experience in a law enforcement field.

Experience with grant acquisition processes.

Ability to conceptualize beyond existing frameworks, analyze alternative operational systems, and anticipate detailed results.

Pre‑Employment Requirements The job offer is contingent upon successful completion of a polygraph examination, fingerprinting, extensive background check, and other pre‑employment assessments.
