This position is eligible for a hybrid remote schedule based out of our Salem office, with required in-office days on Tuesdays and Thursdays for the first six weeks and then four days per month thereafter.

The primary purpose of this position is to serve as statewide compliance coordinator for the Aquatic Resource Management (ARM) proprietary and regulatory programs. The proprietary program provides management of state-owned submerged/submersible lands, which includes issuing and managing leases, easements and other proprietary instruments. The regulatory program issues permits according to the Removal-Fill Law, reviews monitoring of compensatory mitigation sites and conducts enforcement of State statute and rule. This position serves to assist the Proprietary Coordinators and Aquatic Resource Coordinators as well as the statewide Compliance and Outreach Coordinator in reviewing compliance issues, assisting in compliance actions and providing outreach related to the proprietary and regulatory programs.

This full-time permanent position is statewide and will report directly to our main Salem office. This position is represented by the American Federation of State, County, and Municipal Employees (AFSCME).

Working Conditions Much of the work is in an office setting; but fieldwork along waterways or on rough terrain is expected and may be required to complete assigned work. Travel is an essential function of the position and may be required with less than 24-hour notice. Overnight stays and/or extended work hours can be expected along with exposure to inclement weather and road conditions. Work can at times be in remote locations. Work hours during field work can be irregular and sometimes long. Visits to on-site locations may be by vehicle, ATV, watercraft or on foot. Site visits may involve walking over uneven terrain or on wet, muddy ground without pathways in all types of weather.

What you will be doing

Explain laws, rules, regulations, policies, and procedures for the public, consultants, and other agency partners.

Investigate complaints and conduct site visits to assist Proprietary Coordinators and Aquatic Resource Coordinators in ensuring compliance with applicable authorizations, laws and regulations.

Collaborate with colleagues on trespass and other enforcement issues; assist staff on proprietary compliance actions.

Review compensatory mitigation reports and conduct site visits to ensure permit holders follow permit conditions including compensatory mitigation requirements.

Assist the Compliance and Outreach Coordinator on work related to abandoned and derelict vessels, live-aboard boating and unauthorized camping work including seizures.

Conduct outreach to the public and constituents on behalf of DSL and its programs to increase awareness, build support and facilitate positive, continuing relationships.

Analyze data to evaluate goals and recommend changes to meet program priorities.

Minimum Qualifications

Two (2) years of experience in aquatic resource management.

A bachelor’s degree in a natural resource field such as biology, ecology, natural resources, or environmental science.

Three (3) additional years of related experience.

Substitutions: A master’s degree in a natural resource field such as biology, ecology, or environmental science will substitute for up to one (1) year of the required experience.

A doctorate degree in a natural resource field such as biology, ecology, or environmental science will substitute for up to two (2) years of the required experience.

General knowledge of wetland plants, wetland soils, waterway ecology.

Experience reading leases, easements and other property development documents.

Experience using ESRI products in the office and GPS tools in the field.

Experience reading or interpreting engineered drawings.

Experience or training in de-escalating conflict.
