Position Overview

Under general direction of the Contracts Administrator, this position is accountable for reviewing bid documents for compliance with Capital Development Board (CDB) rules and the Illinois (IL) Procurement Code, verifying information is correct and has the appropriate signatures, reviewing post‑award contract documents for Authorization to Proceed (ATP), administering bid openings by publicly reading construction bids, approving bid scheduling on the CDB database, and serving as a liaison between the Chief Procurement Office (CPO), general public, other state agencies, contractors, engineers and architects in resolving discrepancies. Essential Functions

Reviews bid documents for accuracy and completeness prior to the bid solicitation posting. Reviews post‑award contract documents for ATP compliance with CDB rules, and certifies appropriate signatures, qualified bonding, insurance, disclosure form, apprenticeship certification and Substance Abuse Prevention Plans. Administers bid openings by publicly reading construction bids, each separated and announced by specialty(electrical, plumbing, ventilation, etc.). Approves bid scheduling on CDB database and confirms that project receives appropriate approvals from other CDB divisions. Serves as a liaison between the general public, other state agencies, contractors, engineers, and architects in resolving discrepancies and responding to inquiries and explaining CDB policy and procedures regarding the bid process. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Minimum Qualifications

Requires knowledge, skill and mental development equivalent to the completion of two (2) years of college. Requires four (4) years of work experience in a construction related field. Preferred Qualifications

Three (3) years of professional experience working with the Illinois Procurement Code, Procedural Manual, Construction Contracts Manual and the Emergency Small Purchase Contracts Manual or similar documents/manuals. Three (3) years of professional experience using contract, procurement, and financial databases. Three (3) years of professional experience making objective, final, and binding decisions plus the ability to work independently. Three (3) years of professional experience preparing comprehensive written and oral reports. Three (3) years professional experience establishing and maintaining effective and cooperative working relationships with contractors, the public and other agency staff. Conditions of Employment

1. Requires completion of a background check and self‑disclosure of criminal history. 2. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non‑State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non‑State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine. 3. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings. 4.
