Under limited supervision, the Agriculture Compliance Specialist serves as the agricultural compliance manager with the Agricultural Permitting Section. Coordinates the implementation of the agricultural compliance program throughout the entire state. Works closely with the regional office inspection staff dealing with agricultural facility inspections and complaints. Also works with the Ag permitting section on permitting issues.
Job Duties:
Logs in new projects into the Epermitting system and performs administrative review, while generating documents related to the projects. Other administrative duties, applicable to new projects, are completed, as required. Review and track agricultural operation and maintenance inspections and reports generated by region and central office staff. Responsible for the accuracy of computerized agricultural database information. Coordinates inspection activities of regional evaluators.
Tracks and manages the Annual Reporting requirements in permit's special conditions, including follow-up letters and enforcement referrals. Reviews broker permit applications to determine permit conditions and prepare permits for issuance. Provide technical assistance to the agriculture community via phone, email or other correspondence as necessary. Participates, as needed, as an instructor in educational forums for producers and integrators. Participates, as a team member and instructor, in CAMM required activities.
Train all new Agricultural Inspectors to the agency, including regional staff, to maintain consistency through all regions for all types of agricultural facilities. Provide technical assistance, guidance, and direction to regional staff to support the Ag program goals.
Other duties as requested by the Bureau Chief, Assistant Bureau Chief, Division Director, and/or Manager.
A master's degree in the natural or physical sciences or related technical field and one (1) year of environmental health or related experience.
A bachelor's degree in the natural or physical sciences or related technical field and two (2) years of environmental health or related experience.
OR
an associate degree in the natural or physical sciences or related technical field and four (4) years of environmental health or related experience.
OR
a high school diploma and six (6) years of environmental health or related experience.
Note: Degrees in a related technical field include, but are not limited to, Earth sciences, chemistry, biology, physics, soil science, environmental science, mathematics, etc.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:
Must have valid state driver's license, and ability to operate state-owned vehicles.
Knowledge of principles of agricultural facility processes, compliance, and field investigation techniques.
Ability to communicate information orally and in writing, organize and plan.
Ability and willingness to operate as part of an agriculture compliance and permitting team including other members of the Bureau of Water as well as regional inspectors.
Ability to conduct presentations before large groups.
Ability to use a computer for word processing and data management.
May require:
Daily travel throughout the state.
Occasional out-of-state and overnight travel.
Participation on the Environmental Response Team and is subject to on call or call back 24/7.
Navigate and use the Epermitting software that DES uses agency wide.
Knowledge environmental laws and regulations that apply to agriculture activities.
Knowledge of agriculture practices and permitting regulations.
