Position Overview This position coordinates the preparation and review of the district’s annual budget and analyzes, monitors, forecasts, and controls all district personal services and operating appropriation line items. The position provides financial analysis and recommendations to district management on resource utilization, and plans, organizes, directs and controls the activities of the Financial Service Section, co-member, in conjunction with the Administrative Manager, of the District Travel Review Board, and is the District Travel Coordinator.

Essential Functions

Direct the preparation and submittal of the district Budget Development Analysis (BDA) and ensure that current operating needs and issues are adequately addressed.

Provide analysis, forecasting, and status reports of employee personal services contracts, including overtime, extra help, and operating expenditures through Fiscal Operations and Administration (FOA), to the Regional Engineer for organizing budget goals and objectives for the district.

Monitor the expenditures of district operating funds and payment of these expenditures to ensure compliance with applicable state laws, departmental policies, district procedures, and established guidelines.

Develop programs, methods, and procedural changes designed to improve resource utilization, reduce costs, and improve operating efficiency.

Resolve vendor complaints when they arise.

Act as the District Travel Coordinator.

Coordinate district actions relating to the final audit reports, process non-operating vendor payments, and decrease unused non-operating obligation balances.

Effectively administer personnel policies and procedures, provide for training, evaluation, and motivation of section personnel.

Perform duties in compliance with department safety rules. Perform all duties in a manner conducive to the fair and equitable treatment of all employees.

Perform other duties as required or assigned.

Minimum Qualifications

Completion of a bachelor’s degree majoring in business, economics, statistics, public finance or public administration PLUS three years of experience in accounting practices, invoicing and budgeting; OR Eleven years of experience in accounting practices, invoicing and budgeting.

Preferred Qualifications

Knowledge of the department’s fiscal operations.

Experience planning, organizing, and executing budget programs.

Prior experience with budget/financial software.

Prior accounting/budget training.

Conditions of Employment

Requires successful completion of a background screening.

Requires a valid driver’s license.

Requires occasional state-wide travel, which may include overnight stays.

Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
