Location Downtown Los Angeles. Multi-site coverage required.

Schedule This position is one of two Operations Managers providing daily leadership coverage across shelter sites.

Available schedules are fixed and non-rotating:

Tuesday through Saturday, 9:00 AM to 5:30 PM

Sunday through Thursday, 11:00 PM to 7:30 AM

Occasional on-call availability during assigned coverage window is required.

Position Summary The Operations Manager, Shelter Services is a senior operational leadership role responsible for the day-to-day oversight of shelter monitors and security staff across multiple Interim Housing and Inside Safe shelter sites. This role provides direct supervision, ensures 24-hour operational readiness, and serves as the primary escalation point for safety, staffing, and incident response during assigned coverage hours.

This position supervises more than 50 shelter monitors and security staff operating across multiple locations and shifts. The Operations Manager ensures that staffing levels, safety protocols, and operational practices align with program requirements and expectations set by the organization and Los Angeles Homeless Services Authority.

This is a hands‑on leadership role for experienced supervisors who can manage complex operations in a fast paced environment.

Essential Duties and Responsibilities Operational Leadership

Provide daily operational oversight for multiple shelter sites operating 24 hours a day

Supervise shelter monitors and security personnel across all assigned locations

Ensure adequate staffing coverage at all times and resolve call outs and staffing gaps

Serve as the escalation point for site staff during incidents, emergencies, or operational issues

Coordinate response to safety incidents, medical emergencies, and behavioral escalations

Maintain situational awareness across all sites during assigned coverage hours

Staff Supervision and Accountability

Directly supervise site-based staff and provide coaching, direction, and corrective action as needed

Review shift logs, incident reports, and operational documentation for accuracy and compliance

Ensure staff follow post orders, safety procedures, and organizational policies

Partner with Human Resources and leadership on performance management and disciplinary actions

Support onboarding and training of new shelter and security staff

Compliance and Quality Assurance

Ensure operations align with Interim Housing and Inside Safe service requirements

Monitor compliance with staffing ratios, safety protocols, and documentation standards

Support program leadership during audits, site visits, and monitoring reviews

Identify operational risks and recommend corrective actions

Maintain consistent communication with program and operations leadership

Coordination and Communication

Collaborate with program managers, site coordinators, outreach teams, and security vendors

Coordinate with emergency responders and local partners as needed

Provide clear handoffs and communication to the alternate Operations Manager to maintain continuity

Represent the organization professionally during interactions with external partners and stakeholders

Required Qualifications

Minimum of 3 to 5 years of supervisory experience in shelter operations, housing programs, security operations, healthcare operations, or similar 24-hour environments

Demonstrated experience supervising large teams across multiple shifts or locations

Strong incident response, de‑escalation, and crisis management skills

Ability to make sound decisions under pressure and maintain calm leadership

Strong written and verbal communication skills

Proficiency with basic reporting tools, scheduling systems, and incident documentation

Ability to travel between multiple sites in Downtown Los Angeles

Preferred Qualifications

Experience working in Interim Housing, Inside Safe, or other LAHSA funded programs

Familiarity with shelter operations, safety protocols, and compliance requirements

Experience working with contracted security providers

Bilingual Spanish preferred but not required

Compensation and Benefits

Salary range: Starting at $72,000 annually, based on experience
