Job Summary This position utilizes the CAD/AVL system to coordinate and maintain communications with Operators, Route Supervisors, Transit Security Officers and primarily Public Safety Officers in order to ensure safe, efficient and on time transit services. The Public Safety Dispatcher monitors and manages security incidents working to resolve these incidents in a timely responsible manner with law enforcement principles applied.
Essential Functions
Manage security calls once handed off by a Dispatcher to ensure consistent, high-quality response to security incidents.
Assess the security incident based on information given by callers, dispatchers, Route Supervisors, Public Safety Officers, Transit Security Officers and through video surveillance.
Provide critical details to incident response teams including video, descriptions, photos and other information to help inform and support response efforts.
Coordinate and assign Public Safety Officers and Transit Security Officers to security details and monitor their activity to ensure a timely response and to maximize their security presence.
Dispatch appropriate assistance to the incident, such as Route Supervisors, Public Safety Officers, Transit Security Officers, law enforcement, and EMS.
Provide assistance and direction to Bus Operators and callers in regard to Operator or passenger security incidents.
Manages and reports serious security incidents or events as soon as possible to the proper Department heads and others as needed.
Assist Manager of Safety and Security, Public Safety Manager, and outside agencies to resolve security incidents and to provide support to the riding public.
Monitor building, bus shelter and bus surveillance cameras.
Download, catalog, preserve and share security and incident related videos internally and externally, including law enforcement agencies as needed.
Complete Officer Security Reports as needed.
Liaise with law enforcement to assist in apprehension of suspects.
Aid in the review and classification of security incidents.
Assist with testing and troubleshooting of Dispatch communication tools as needed.
Perform other duties as assigned.
Qualifications
Previous experience dispatching in a law enforcement, public safety, or transit agency environment required.
Emergency Dispatch Certificate or similar equivalent preferred.
Five years experience as a certified law enforcement officer and/or dispatcher, Military Police or a public safety role preferred.
A two or four year degree in Criminal Justice, Police Science, or a related field is preferred.
Knowledge, Skills And Abilities
Working knowledge of emergency response systems.
Knowledge of the criminal justice system, local, state, and federal laws.
Knowledge of law enforcement policies and procedures.
Skilled in computer operations and spreadsheet, word processing, communications, video surveillance and related software.
Ability to manage conflict and balance competing interests from multiple stakeholders.
Ability to multitask and simultaneously monitor multiple situations.
Ability to remain calm and work under pressure.
Ability to read maps and give directions.
Ability to develop and execute company strategies to attain outcomes for set goals.
Ability to develop and maintain effective and appropriate working relationships.
Ability to communicate effectively, both verbally and in writing.
Ability to work independently.
Ability to assess security incidents in real time and make appropriate decisions to resolve incidents with the stated goal of keeping the operator and responding parties safe as well as bringing any suspects to justice.
Ability to gather information to aid in the location, identification, apprehension and prosecution of perpetrators.
Be able to explain situations, answer queries and assist internal and external contacts.
Must have the ability to build trust with employees, stakeholders and outside agencies.
Must have a strong level of discretion, urgency and professionalism.
Physical Requirements And Environmental Factors
Work is frequently conducted in an office or similar indoor environment relatively free from unpleasant environmental conditions or hazards.
Physical requirements are those described as sedentary work, which includes exerting ten (10) pounds of force occasionally, a negligible amount of force frequently and/or constantly having to lift, push, pull or otherwise move objects, including the human body.
