Position Summary
Transportation Engineer (Civil) – Salary $6,488.00 - $12,152.00 per month. New to–State candidates will be hired at the minimum salary of the classification or the minimum of the alternate range when applicable.
Key Responsibilities
Manage Encroachment Permit (EP) projects on the State Highway System (SHS) independently and in coordination with Design, Traffic, Maintenance, Right of Way, and other functional units.
Review projects for compliance with applicable regulations, approve or deny permit proposals, and oversee field activities and construction.
Protect, maintain, and enhance the quality of the SHS during and after permitted work; ensure safety for highway users and permit applicants; verify that the encroachment is compatible with primary uses of the SHS.
Document temporary uses of the state highway right‑of‑way and safeguard the state’s infrastructure investment.
Qualifications Candidates must meet the Minimum Qualifications (MQs) for this classification. • For Pattern II applicants who need the Transportation Engineer (Civil) written hurdle exam, do not take the TE Civil online exam prior to passing the written hurdle. • New to‑state applicants must be on the state examination list to be eligible. • If you meet the MQs under Pattern II, contact the exam unit at askexams@dot.ca.gov for guidance on the TE Civil exam sequence. • For educational qualifications, refer to the Human Resources Contact for clarification and consult the ABET accredited schools list at https://findprograms.abet.org/.

Working Conditions The position is in a climate‑controlled office with limited natural light. The incumbent may be required to travel and conduct field reviews, exposing them to dust, noise, uneven surfaces, and temperature extremes. Overtime may be necessary and vacations may be restricted during peak periods. All incumbents may be required to participate in a 24‑ to 33‑month Rotation Program to develop broad project delivery skills and may be loaned to other functions during staffing peaks.
