Occasional travel within the State will be required. This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.**Recruitment Range: $99,000 - $120,000**As **Coach Team Manager** (Accounting Director I), you will support and strengthen the fiscal health of local governments across North Carolina by leading targeted interventions and guiding compliance with state and federal regulations. This strategic role blends high-level program management with hands-on leadership, overseeing professional accounting staff who deliver expert assistance to units facing financial challenges. You’ll develop and manage the Unit Assistance List, using data-driven insights to prioritize support and drive improvement. Beyond compliance, you’ll focus on capacity building, continuous improvement, and shaping statewide fiscal strategy—giving you the opportunity to make a lasting impact on communities by promoting transparency, accountability, and financial resilience.The Coach Team staff work collaboratively with local governments to provide technical assistance and training, in areas including: finance office operations, proper internal controls, budgeting, purchasing, governmental accounting, debt management, grants management, and communication with elected officials and local government auditors. This position will teach local government employees and governing officials best practices and industry standards as well as legislative requirements.**Job Duties*** Supervise a team of accountants and accounting professionals, including work planning, performance monitoring, coaching, and ensuring quality assurance across financial operations.* Provides professional expertise in the interpretation and analysis of financial data, financial statements, audit findings, and budgetary information to support decision-making by Section and Division leadership.* Direct and manage complex accounting and fiscal management functions within the Fiscal Management Section, ensuring accuracy, compliance, and efficiency across all assigned program areas.* Oversee financial operations for assigned local government units and internal agency processes, ensuring compliance with state appropriation laws, budgetary regulations, accounting standards, and reporting requirements.* Develop and contribute to written guidance, procedures, and training materials related to accounting standards, fiscal compliance, and governmental financial practices.* Provide instruction, presentations, and technical assistance to internal staff, local government finance officers, and elected officials on fiscal management requirements, emerging accounting issues, and best practices.* Ensure consistency and accuracy in the dissemination of financial policy, statutory interpretation, and accounting guidelines across the Section.* Lead or participate in special projects assigned by the Section or Division Director involving financial management, internal controls, system enhancements, and operational improvements.**Management Preferences*** Demonstrated experience managing local government accounting, budgeting, and fiscal control activities, including application of the Local Government Budget and Fiscal Control Act and related state and federal regulations.* Demonstrated experience leading and supervising accounting or fiscal staff responsible for financial management and oversight of local government units, ensuring compliance, accuracy, and accountability* Demonstrated experience analyzing local government financial data, identifying fiscal issues, and developing solutions that promote stability and compliance.* Knowledge of the NC Local Government Budget and Fiscal Control Act (G.S. 159 - Local Government Finance) and School Budget and Fiscal Control Act (Chapter 115C - Article31)* Experience with leading teams, mentoring finance or accounting staff, and working independently.**Minimum Education and Experience**Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.
