Safety Coordinator – Humacao RNG Plant Reports: Plant Manager

Position Summary The Safety Coordinator is responsible for ensuring that all construction, mechanical/electrical installation, commissioning, and operational activities at the Humacao Renewable Natural Gas Plant are performed safely and in compliance with OSHA, NFPA, environmental regulations, and the facility’s Health & Safety Management System.

Duties and Responsibilities

Safety Compliance & Oversight

Enforce the Project Health & Safety Plan specific to RNG operations.

Ensure compliance with OSHA 1910/1926, NFPA 70E, confined space, LOTO, hot work.

Conduct risk assessments for compressors, blowers, high‑pressure piping, confined spaces, and chemical handling.

Update plant safety procedures for commissioning and startup.

Field Safety Monitoring / Construction & Commissioning

Monitor civil, mechanical, electrical, instrumentation, and SCADA work.

Verify energization protocols for MCCs, panels, blowers, pumps, valves.

Ensure proper procedures for LOTO, gas purging, leak testing, flare operations.

Conduct pre‑startup safety walkdowns with PM and commissioning leads.

JSA, Permits, and Documentation

Verify daily JSAs.

Issue and track Hot Work, Confined Space, LOTO, Excavation, and Work‑at‑Heights permits.

Maintain safety logs and regulatory documentation.

Training & Orientation

Conduct plant‑specific orientations.

Provide training on RNG hazards, LOTO, confined space, chemical handling.

Maintain training records.

Incident Prevention & Reporting

Lead investigations for incidents, near misses, gas leaks.

Prepare root‑cause analyses and corrective actions.

Serve as first responder and emergency coordinator.

Subcontractor Management

Review subcontractor safety plans.

Perform field audits.

Document non‑conformities and elevate as needed.

PPE Management & Emergency Preparedness

Manage PPE for gas processing environments.

Maintain gas monitors and perform bump‑testing.

Assist with emergency drills (gas leak, fire, evacuation).

Requirements Education & Certifications

OSHA 30HR Construction – Required.

OSHA Outreach Trainer – Preferred.

Industrial gas/LOTO/confined space certifications – Preferred.

Bachelor’s degree OR OSHA 30 + 3–5 years experience.

Technical Skills

Knowledge of OSHA, NFPA 70E, hazardous gas standards.

Experience in gas processing or industrial plants.

Proficient in MS Office and reporting platforms.

Interpersonal Skills

Strong communication (English/Spanish).

Leadership, proactiveness, and calm under pressure.

Ability to manage multiple contractors and tasks.
