Acquisition Specialist III / Contract Specialist
OCT Consulting is a business management and technology consulting firm that supports Federal Government clients. We provide consulting services in the areas of Strategy, Process Improvement, Change Management, Program and Project Management, Acquisition/Procurement, and Information Technology.
Responsibilities And Duties OCT currently has an opening for an Acquisition Specialist III / Contract Specialist to work with our federal client in Washington, DC. This position is contingent upon contract award.
Day-to-day responsibilities include:
Providing comprehensive "cradle-to-grave" acquisition support across all phases: pre-award, solicitation, evaluation, award, and post-award
Assisting program offices with acquisition planning, including developing milestone schedules, market research, and Independent Government Cost Estimates (IGCEs)
Preparing procurement packages such as Statements of Work (SOW), Performance Work Statements (PWS), and Justifications for Other than Full and Open Competition (JOFOCs)
Using the PRISM contract writing system to prepare solicitations (RFPs/RFQs/IFBs) and award documents for Contracting Officer release
Experience with, at minimum, FAR 8, 12, 13, 15, and 16 contracting methods, to include Blanket Purchase Agreements and Indefinite Delivery vehicles
Experience with federal-wide or multi-agency contract vehicles, including Federal Supply Schedules and/or DHS Strategic Sourcing Vehicles (e.g., GSA MAS, OASIS+, and other DHS enterprise contract solutions).
Supporting Technical Evaluation Boards by documenting findings, performing cost/price analysis, and drafting source selection decision memoranda
Managing post-award actions, including Contracting Officer's Representative (COR) designation letters, contract modifications, and full contract closeout per FAR 4.804
Requirements
Citizenship: Must be a U.S. Citizen
Education: Bachelor's Degree required. A degree in business, management, contracting, or law is preferred
Experience: At least five (5) years of documented experience in federal contracting positions
In lieu of a degree: 12 years of experience in federal government contracting and at least 24 hours of accredited college business credits
Certifications: FAC-C or DAWIA Level III or private sector equivalent certifications are highly preferred
Technical Skills
Proficiency in PRISM, FPDS-NG, and SAM.gov
Ability to interpret and apply procurement and transparency regulations, including the Federal Acquisition Regulations, Freedom of Information Act, Privacy Act, and/or other similar agency-specific procurement and transparency regulations
Knowledge of analytical and qualitative techniques to identify, evaluate, and propose the use of appropriate strategies and solutions to resolve complex or interrelated FOIA problems and issues
Experience reviewing contract files and government acquisition package documentation
Experience managing procurement-sensitive, law enforcement-sensitive, and other secure information preferred
Clearance Requirements: Must be eligible for a Public Trust background investigation involving a credit, fingerprint, and law enforcement agency check
Location: 100% On-site in Washington, DC
