Summary The Defense Information Systems Agency (DISA) is inviting applicants for the role of General Counsel and related legal positions at Fort Meade, Maryland, and Scott Air Force Base, Illinois.

The position is in the excepted service and filled via an alternative hiring process.

Duties

Provide advice and assistance to DISA management staff on all administrative legal matters.

Provide legal support to DISA Program Managers for programs such as Ethics in Government, Freedom of Information, the Privacy Act, Reasonable Accommodation, and Anti‑Harassment.

Prepare and present cases before the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), and other personnel, employment, or labor law related administrative or judicial forums.

Assist the General Counsel in the legal review and approval of various aspects of civilian personnel management such as employee participation in outside activities, equal employment matters, and adverse actions.

Serve as an alternate Ethics and Standards of Conduct counselor.

Requirements

U.S. citizen.

Males born after 12‑31‑59 must be registered or exempt from Selective Service.

This national security position may require access to classified information and requires a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.

In accordance with DoD 8140 policy, the position is subject to completing Foundational Qualifications in 9 months and Residential Qualification requirements overall in 12 months.

Qualifications In order to qualify for this position, you must meet the requirements described below.

Basic Requirement For Positions In The 0905 Series : All applicants must possess the first professional law degree (L.L.B. or J.D.) from a law school accredited by the American Bar Association and active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia.

Professional Legal Experience

GS‑12 Level:

Two years of professional legal experience at or equivalent to the GS‑11 level; OR

LL.M. plus one year of professional legal experience at or equivalent to the GS‑11 level.

GS‑13 Level: Professional legal experience in excess of 2 years commensurate with duties.

GS‑14 Level: Professional legal experience in excess of 3 years commensurate with duties.

Specialized Experience

GS‑12: At least one year of specialized experience equivalent to GS‑11 level, typically supporting legal programs, assisting management, and researching agency policies.

GS‑13: At least one year of specialized experience equivalent to GS‑12 level, including in‑depth legal research, complex strategy formulation, regulatory compliance analysis, and policy development.

GS‑14: At least one year of specialized experience equivalent to GS‑13 level, encompassing program support (e.g., Ethics in Government), senior management advisory, policy development, case litigation, and personnel management review.

Additional Information

This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service.

If you are a current Federal Career/Career‑Conditional employee, you will be placed on an Excepted appointment.

This appointment does not confer eligibility to be non‑competitively converted to an appointment in the competitive service.

Veterans preference does not apply under Excepted Service hiring authority.

A one‑year probationary period may be required if you have not previously completed a trial or probationary period.

Management has the prerogative to select at either grade level.

Telework availability will be based upon mission requirements and supervisory determination.

Recruitment, relocation, or retention incentives may be authorized.
