Description The Contract Manager Specialist supports the Department’s OCFW program office in the development, administration, and oversight of contracts and procurements. This position assists in ensuring contract activities comply with Florida Statutes, state procurement rules, DCF policies, and program standards. The role provides professional support throughout the contract life cycle, including planning, drafting, execution, monitoring, fiscal review, performance evaluation, and closeout.

Qualifications

Florida procurement and contracting processes, or the ability and initiative to quickly learn.

Government or non‑profit grant and contract administration principles.

Microsoft Office Suite, especially Excel and Word.

Essential Job Functions

Draft and assist in the development, renewal, and amendment of contracts, grants, and related documents in accordance with Florida Statutes, DCF policies, and procurement requirements.

Review contract scopes, deliverables, performance measures, budgets, and payment terms for accuracy, consistency, and compliance with approved funding.

Monitor provider performance through the review of required reports, deliverables, data, documentation, and outcome indicators.

Conduct invoice reviews to verify allowability of costs, adherence to budget limitations, and compliance with contract terms; request corrections or clarifications when needed.

Support monitoring activities, including desk reviews and onsite monitoring, and assist with corrective action follow‑up.

Maintain accurate, complete, and audit‑ready contract files, financial records, and supporting documentation within designated contract management systems.

Communicate contract requirements, deadlines, fiscal expectations, and compliance matters to providers and internal staff in a professional and timely manner.

Track critical milestones such as contract expirations, approval routing, deliverable deadlines, and payment schedules to prevent service disruptions or funding issues.

Assist with procurement planning by gathering background information, compiling scope and budget details, and preparing supporting documentation.

Collaborate with program leadership, procurement, fiscal services, legal, quality improvement, and other internal teams to ensure coordinated contract administration.

Educational Requirements Experience in contract management, grant administration, fiscal review, or procurement is highly desirable. FCCM certification or willingness to achieve FCCM within 1 year of hire.

Work Experience Requirements

Experience drafting contracts, deliverables, budgets, scopes of work, renewals, or amendments.

Experience reviewing invoices, budgets, rate structures, or financial documentation.

Experience working with providers, sub‑recipients, or vendors in a regulatory or compliance capacity.

Experience with performance monitoring, corrective actions, or quality assurance.

Experience using contract management systems, SharePoint, and Microsoft Excel for tracking, documentation, or analysis.

Software Proficiency

Microsoft Office (Word, Excel, Outlook, PowerPoint).

SharePoint or other document management tools.

Ability to learn contract management systems (e.g., FACTS/CARS).

Ability to learn state financial systems (e.g., FLAIR).

Familiarity with performance or data reporting tools preferred.
